About this opportunity

The Department of the Army National Guard (for the 163rd Airlift Wing, California Air National Guard) seeks replacement of a rooftop air handling unit and associated mechanical, plumbing, electrical, and controls components at Building 2272, March Air Reserve Base, Riverside, California, with quotations due September 11, 2026 at 11:00 AM Pacific time. This procurement is a 100% service-disabled veteran-owned small business set-aside, foreclosing competition outside that category.

The contract is firm-fixed-price with an estimated project magnitude of $250,000 to $500,000. NAICS code 238220 applies; small business size standard is $19,000,000. The scope involves demolition and replacement of a 40-ton side discharge AHU with all mechanical piping and components from point of connection, exterior aluminum-jacketed insulation on piping and valves, replacement of PVC condensate line with copper Type K, and replacement of wood supports with rubber supports. The contractor must provide third-party commissioning with submitted report, integrate the new unit into existing Automated Logic Controls with functional demonstration at the EMSC Workstation in Building 2276, and provide a 5-year full warranty covering parts and labor.

Performance period is 150 days. Work must include a three-day switchover completed on a weekend and Monday with no temporary air permitted, coordinated with the Government. The contractor must obtain FAA airspace approval and submit a detailed Crane Lift Plan with structural engineer certification, load limits, and obstacle avoidance data. Construction wage rates per Davis-Bacon prevailing wage determination for Riverside County apply; weekly payroll submission required. Contractor must submit performance and payment bonds within 10 calendar days of award; bid guarantee of 20 percent of bid price or $2,000,000 (whichever is less) is mandatory. Work begins within 10 calendar days after Notice to Proceed. A mandatory site visit is scheduled September 4, 2026 at 10:00 AM PST; visitor pass requests must be submitted to MSgt David Moreno at david.moreno.34@us.af.mil by August 28, 2026. Amendment 1 (September 2) added FAR Clauses 52.228-1 and 52.228-15 and RFI responses. Amendment 2 (September 9) added RFIs dated September 9, 2026 clarifying equipment substitution, warranty scope, and hazardous materials testing responsibility.
