About this file

This is an Amendment 2 to a federal contract solicitation (W50S74-26-Q-A025) issued by the Air Force on September 9, 2026, containing questions and answers clarifying procurement requirements for replacing an air handling unit (AHU) in Building 2272 at March Air Reserve Base, California.

The solicitation requires replacement of a 40-ton side discharge AHU with integration into the existing Automated Logic Controls system managed by Control Air Enterprises LLC (5200 A Palma Ave, Anaheim, CA 92807-2019). Key requirements include: removal and reinstallation of the welded unit, exterior aluminum-jacketed insulation on piping and valves, electrical work and controls integration, a 5-year full parts and labor warranty covering all components (fans, motors, VFDs, coils, controls), third-party commissioning with standard TAB scope, and a 3-day switchover window with no temporary air permitted. The quote due date is September 11, 2026, at 11:00 local time. A digital copy of SF 24 and Power of Attorney must be submitted electronically by the due date, while the physical original may arrive later and should be sent to 163 MSG/MSC, 1620 Graber St, Suite 29, March ARB, CA 92518. The amendment clarifies that the 08.2 DATA attachment dated August 21, 2026, is the governing SOW version; equipment substitutions from AHRI-certified manufacturers meeting equivalent performance specifications are permitted; the new AHU must conform to existing system power without panel upgrades; and the contractor assumes responsibility for hazardous materials testing prior to demolition. Building 2272 is classified as B2 occupancy requiring no temperature or humidity protection during the outage, and no paving load restrictions apply to the crane staging area.

Amendment 2

9 September 2026

1. The complete mailing address and office symbol for the original SF 24 and Power of

Attorney.

A. 163 MSG/MSC

1620 Graber st, ste 29 March ARB, Ca 92518

2. Whether the original must be received on or before the 11 September 2026, 11:00 local quote due date, or whether it may arrive after that date. We plan to submit the copy with our electronic bid.

A. The physical copy does not have to arrive on 11 September, it can arrive in the mail at a later date. Digital copy must be emailed with the quote on 11 September.

3. The SOW requires the new AHU to be integrated into the existing Automated Logic

Controls (ALC) system and demonstrated at the EMSC workstation in Building 2276.

Who currently maintains or manages the existing Automated Logic Controls system at March AFB? Additionally, is there a preferred or required controls contractor for performing the integration and programming associated with this project?

A. CONTROL AIR ENTERPRISES LLC

5200 A PALMA AVE

ANAHEIM, CA 92807-2019

4. The Project Title on Page 1 of the SF 1449 states this project is “PROJECT TITLE:

REPLACE STOREFRONT BUILDINGS 2271 2272 2273.” Please confirm that this project is JUST for “Replace Air Handling Unit B2272” & no other buildings will be included in the scope of work.

A. Confirmed

5. Please provide the site visit attendee sign in sheet.

A. It has been uploaded.

6. Unit Removal and Reinstallation:

The unit is welded all around the framing to secure it in place. Are we responsible for breaking the existing welds to remove the unit and then welding the new unit back in place once it is installed?

A. What ever is required to replace the AHU

7. Exterior Insulation:

The scope calls for providing exterior aluminum-jacketed insulation on the piping and valves. Is this work also our responsibility?

A. Yes

8. Electrical:

including integration into the existing automated logic control system and demonstration of functionality at the EMSC workstation in Building 2276. Is this work entirely the responsibility of the electrical contractor?

A. All work is the responsibility of the GC.

9. RFI-1. Document version control. The SOW header is dated 21 Aug 2026, Section 00 10 00 (Bid Schedule) references a SOW dated 30 Jul 2026, and the Table of Contents lists the SOW attachment as dated 30 Jun 2026. Please confirm which SOW version and date governs this solicitation.

a. The Correct SOW is dated 21 August and is on the sam.gov posting

10. Unit configuration. The SOW (Section A.1) describes the replacement as a 2272 AHU, 40T Side Discharge. The 08.2 DATA attachment shows a Trane CSAA040 unit with front top discharge on both the supply and return fans. Please confirm the DATA attachment is the correct and current reference for the unit to be replaced, and clarify the side discharge terminology in the SOW.

a. Response: AHU is side discharge.

11. Warranty scope. SOW Section A.6 requires a 5 year full parts and labor warranty on the AHU. The 08.2 DATA attachment lists Warranty Section as Std. warranty only.

Please confirm whether the 5 year full warranty is expected to be quoted as an extended manufacturer warranty and whether it applies to all components (fans, motors, VFDs, coils, controls) or is limited to specific components.

a. Response: All components.

12. Equipment substitution. The 08.2 DATA attachment is a reprint of a 2003 Trane factory order. Given 08.3 INFO states substitutions may be submitted as RFI during bidding, please confirm whether offerors may propose a current production AHU from Trane or another AHRI certified manufacturer that meets the same performance data, rather than an exact match to the referenced 2003 order.

a. Response: Correct.

13. Electrical capacity. SOW Section A.3 requires replacement of disconnect switches and conduit. No electrical single line diagram or panel schedule for Building 2272 was included in the solicitation package. Please provide the existing panel schedule or single line diagram so offerors can confirm the existing feeder and overcurrent protection can support the new unit (460/3/60, MCA 69.5A, max fuse 100A per the

08.2 DATA attachment).

a. Response: New AHU shall conform existing system power.

14. Controls integration scope. SOW Section A.5 requires integration into the existing Automated Logic Controls system with functionality demonstrated at the EMCS workstation in Building 2276. No points list, sequence of operations, or existing head end software version was included. Please provide the existing controls points list and confirm the current Automated Logic software version and communication protocol (e.g., BACnet) so this scope can be accurately priced.

a. Response: Points list available only on base. ACCS is familiar with the ALC system.

15. Roof structural capacity. The existing AHU sits on a raised galvanized steel support frame. Please advise whether structural as built drawings or a roof/frame load rating are available for the offeror's structural engineer to reference in preparing the required crane lift plan (SOW Section A.8), or whether a field structural assessment by the offeror is expected.

a. Response: New AHU shall meet the weight or size increase of existing.

16. Chilled water isolation. SOW states the unit is cooling only, supplied from Chiller Plant 2269. Please confirm whether Plant 2269 and the associated loop can be isolated for the AHU tie in without affecting other buildings, and identify the government point of contact responsible for coordinating that shutdown during the 3 day switchover window.

a. Response: Existing Isolation valves. COR is POC

17. Building occupancy during switchover. SOW Section A.7 requires switchover within 3 days (weekend plus Monday) with no temporary air permitted. Please confirm Building 2272's occupancy type and whether any space served by this AHU requires temperature or humidity protection during the outage.

a. Response: B2. No protection.

18. Hazardous materials survey. Section 00 21 00 references standard asbestos and hazmat compliance language, but no hazmat survey was included in the solicitation package. Please advise whether a hazmat survey exists for the existing AHU insulation, roofing, gaskets, and condensate piping, or whether offerors should assume responsibility for testing prior to demolition.

a. Response: No survey. Contractor assumes responsibility.

19. Commissioning scope. SOW Section A.4 requires third party commissioning with a submitted report, but no commissioning plan or specification section was included.

Please confirm whether a formal Cx specification exists, or whether offerors should price a standard TAB and functional performance test scope based on the SOW alone.

a. Response: Standard TAB

20. Crane staging and laydown. Please confirm the intended crane staging and laydown area for Building 2272, any pavement load restrictions in that area, and whether exclusive use of that area can be arranged during the lift.

A. Response: No paving load restrictions.
