About this file

This document is a Request for Information (RFI) and Responses for federal contract opportunity W50S7426QA019 dated 2 September 2026.

The RFI addresses three key inquiries from a SBA VetCert-certified Service-Disabled Veteran-Owned Small Business (SDVOSB) intending to serve as prime contractor. The first question concerns the applicability of FAR 52.219-14 (Limitations on Subcontracting) under the specialty-trade construction standard, with the prime performing contract administration, project management, subcontract management, scheduling, quality/safety oversight, and government coordination while subcontracting licensed HVAC/mechanical trade work. The government response confirms that FAR 52.219-14 does not apply to this solicitation. The second question addresses California contractor licensing requirements, specifically whether the SDVOSB prime must independently hold a California contractor license or whether a properly licensed C-20 HVAC subcontractor may satisfy the mechanical work licensing requirements. The government clarifies that the contractor performing the work, whether prime or subcontractor, must possess the appropriate license requirements. The third question requests confirmation of bid guarantee, performance bond, and payment bond requirements, directing the contractor to review FAR Clauses 52.228-1 and 52.228-15 for specific amounts and percentages.

W50S7426QA019

2 September 2026

1. FAR 52.219-14 – Limitations on Subcontracting

We are a SBA VetCert-certified SDVOSB and would serve as the prime contractor. We intend to subcontract the licensed HVAC/mechanical trade work while prime performs prime contract administration, project management, subcontract management, scheduling, quality/safety oversight, Government coordination, invoicing, and related prime responsibilities.

Can you please confirm that FAR 52.219-14 applies to this procurement under the specialty-trade construction standard, including the exclusion of materials from the applicable subcontracting calculation?

1. 52.219-14 does not apply to this solicitation

2. California Contractor Licensing

Does the prime, as the SDVOSB prime contractor, need to independently hold a California contractor license for this procurement, or may the applicable HVAC trade licensing requirements be satisfied through a properly licensed California C-20 HVAC subcontractor performing the mechanical work?

The contractor performing the work , whether prime or subcontractor needs to have the appropriate license requirements.

3. Bonding Requirements

Please confirm the required amount or percentage for the bid guarantee and the required performance and payment bond amounts following award.

Review Clause 52.228-1 and 52.228-15.
