About this opportunity
The Hawaii Army National Guard is soliciting proposals through RFP W50SLF25RA007 to replace air conditioning systems at Building 501 for the 292nd Combat Communications Squadron located in Kahului, Maui. The project requires removing one existing 40 Nominal Ton Carrier Air-Cooled Liquid Chiller from the building's roof and installing a new 40 Nominal Ton Air-Cooled Chiller using R-32 refrigerant, along with replacing two close-coupled centrifugal chilled water pumps and associated isolation valves. Contractors must have personnel certified to handle Class A2L slightly flammable refrigerant and provide qualified staff including a Project Manager, Site Superintendent, Quality Control Manager, and Safety Manager. The government will evaluate proposals based on technical capability, past performance, and price, with technical and past performance combined being approximately equal to price in importance. Following Solicitation Amendment 0001 issued on September 3, 2025, proposals are due by September 11, 2025, at 3:30 PM HST, with the government intending to award without discussions.
This procurement is designated as a 100% small business set-aside under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a size standard of $19.0 million. The contract structure will be a single Firm Fixed Price award with a performance period of 365 calendar days from the Notice to Proceed, which must be issued within 30 days of contract award. While no specific contract value is disclosed in the solicitation, the procurement falls under the small business size standard threshold of $19.0 million. The work will be performed at the Hawaii Air National Guard facility located at 75 Kuleana Street, Kahului, Hawaii 96732, specifically at Building 501 on the southeast portion of the roof. Contractors must comply with prevailing wage requirements under both the Davis-Bacon Act and Service Contract Act, complete mandatory security training including Antiterrorism Awareness Level I and Operations Security training, and adhere to strict operational security protocols while working on the National Guard installation.
