The Department of the Army National Guard is the procuring agency for this maintenance and repair project classified under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors). Interested contractors must submit a written notice of intent to bid as prime contractors by August 8, 2025, including a positive statement of intent, a completed Sources Sought Response Form, a listing of projects completed in the past three years with contract details and points of contact, and an outline of resources and key personnel to be utilized. The contract value is estimated to fall between $250,000 and $500,000, representing a significant procurement for HVAC system replacement and repair work. No incumbent contractors are specifically mentioned in the solicitation materials, suggesting this may be a new requirement or the current contractor information is not disclosed at this pre-solicitation stage. The project is subject to FAR Clause 52.219-14(e)(4) limitations on subcontracting, which restricts small business contractors from paying more than 75 percent of the contract value (excluding materials costs) to subcontractors that are not similarly situated small business entities. The timeline requires immediate response from interested parties, with only six days provided from the August 2, 2025 posting date to the August 8, 2025 deadline for sources sought responses.
