About this opportunity

The 47th Contracting Flight, Laughlin Air Force Base, seeks to establish a firm fixed-price contract to repair by mill and overlay several sections of overruns on the Center Runway at Laughlin Air Force Base, Texas. Sections O06C through O10C and T16A shall be repaired under the contract by providing new edge lighting, threshold relocation, and upgrades to current standards. Proposals will be evaluated based on technical qualifications and price. An organized site visit will be held on January 21, 2023, and interested parties must submit an Entry Authority List by January 19, 2023 to attend. Proposals are due by February 16, 2023.

This acquisition is set aside as a total small business set-aside with NAICS code 237310 and size standard of $39.5 million. The contract value is estimated between $2 million to $6 million and shall be completed within 245 calendar days across four notices to proceed. Performance will be at Laughlin Air Force Base in Del Rio, Texas.

The 47th Contracting Flight, Laughlin Air Force Base (AFB), TX, is seeking responsible sources to establish a Firm Fixed-Price Contract in which the awarding company will at a minimum, provide all labor, equipment, materials, transportation, and all other incidentals require to repair by mill and overlay several sections of the overruns on the Center Runway to include edge lighting to bring it up to current standards. The Center Runway is the only ILS/precision approach runway at Laughlin AFB and its overruns are in need of repair. The striping and edge lighting do not meet current UFC criteria. The degradation of the runway overruns generate potential for foreign object damage (FOD). Degradation has already been identified as severe during findings in 2010 PCI survey. The Contractor shall repair by replacement Center Runway Overrun Sections O06C, O07C, O08C, O09C, O10C, and T16A, and will include edge lighting and threshold relocation to meet requirements.This project is to repair by replacement several sections of the overruns on the center runway to include edge lighting and bringing it up to current standards.

In accordance with FAR 36.204, The magnitude of this project is between $2,000,000 - $6,000,000.

This form contains Personally Identifiable Information (PII) and shall be encrypted and submitted through the DoD SAFE; the passphrase will be sent by separate email. To request a drop-off from the DoD SAFE, email Mr. Ramon Marrufo at ramon.marrufo@us.af.mil and or 1st Lt Candice E. Arcuri at candice.arcuri@us.af.mil.
