About this opportunity

The Department of the Air Force Global Strike Command seeks repair of fire alarm systems at Malmstrom Air Force Base and seven Missile Alert Facilities under a single-award Indefinite Delivery Indefinite Quantity Design Build contract, with proposals due September 3, 2026. This procurement is a 100 percent small business set-aside with a five-year ordering period and a ceiling of $4,999,999.99.

Place of performance is Malmstrom Air Force Base, Montana, including Missile Alert Facilities D-01, E-01, F-01, I-01, L-01, N-01, and O-01. The work scope includes complete design, installation, system programming, and testing of new fire alarm systems replacing existing Harrington HS-3400 systems with Potter addressable horn/strobe systems. Design must be completed by a NICET Level III Fire Alarm System certified professional and stamped by a Qualified Fire Protection Engineer with a minimum of three years' experience. Installation requires NICET Level 2 Fire Alarm Systems Technicians for device and equipment installation and termination, and NICET Level 1 Fire Alarm Systems Technicians or licensed electricians for conduit and conductor installation. All contractor personnel must complete background checks through the Criminal Justice Information Network and hold Real ID-compliant identification; a Contractor Entry Authorization List must be submitted by August 10. The contractor must provide independent third-party asbestos and lead-based paint testing, conduct work Monday through Thursday, 6:45 a.m. to 5:15 p.m., with 52 working days of performance per facility. Security Forces will provide 24/7 fire watch during 21-day system outages, which must be scheduled 14 days in advance.

The seed task order will be awarded concurrently with the IDIQ contract. NAICS code is 238210 with a $19,000,000 small business size standard. Evaluation uses a best-value tradeoff approach with past performance significantly more important than price. Past performance references must be from July 2021 onward, valued at $350,000 or greater, with three to five recent and relevant references required. Offerors must submit a bid guarantee of 20 percent of bid price or $200,000, whichever is less. A mandatory site visit occurred August 17 at 341 Contracting Squadron, Great Falls, Montana. Davis-Bacon wage requirements apply; Electricians are classified into two rates: $36.50 base plus $15.57 fringes, and Low Voltage Wiring for Alarms, Computers & HVAC at $23.90 base plus $11.36 plus 0.625% fringes.

Amendment issued August 26, 2026 extended the proposal deadline from August 31 to September 3 and added a Questions and Answers attachment clarifying that the initial task order covers the seven named MAFs only, with base-side facilities addressed through future task orders.
