1.09 Design Policy

Modern construction techniques and architectural treatment should be incorporated in the project designs to obtain both quality and economy, and to provide a functional, complete, and usable facility. Emphasis must be placed on investigative and preliminary design efforts to insure all ancillary and related work items are included in the design to eliminate any near future requirements for upgrade or repair. The project description must be used as a preliminary, basic, and abbreviated outline of work to be performed. It is the contractors responsibility to add to or modify the project content as necessary using sound professional observations, experience, and judgement. Plans and specifications must be of sufficient detail and quality to allow accurate bidding and minimize the potential for claims without the need for a site visit by potential bidders. Wherever products are specified by brand name, the contractor will provide the Government with copies of descriptive literature.

Provide dates for all documents referenced in specifications or drawings.

1.10 Energy and Environmentally Conscious Design

The contractor shall design a sustainable facility/system which improves employee productivity, enhances employee health and safety, reduces operating costs, reduces some first costs, and reduces environmental impact. The project shall strive to meet UFC 1-200-02, High Performance and Sustainable Building Design, to the maximum extent technically feasible. The project shall be designed to minimize facility/system maintenance and maximize quality of life and quality of work.

The contractor shall meet the requirements and consider the alternatives that have been identified in the National Environmental Policy Act (NEPA) process (Environmental Assessments, Environmental Impact Statements).

For all building renovation projects that require a lead-based paint and asbestos survey (according to 1.02), the survey shall determine the presence, actual location, and quantity of materials likely to be encountered during the project. Any part of the existing building that this project may impact shall be included in this survey requirement. The contractor shall be responsible for procuring an independent third party to conduct these surveys by ladder access to the building areas as required, locating, and quantifying the work requirements, repairing sample cutout areas on floors, walls, roofs, etc., and obtaining complete and accurate results. The survey reports shall be based on actual laboratory test results and not on visual observations. If lead paint or asbestos is found, the contractor is responsible for providing specifications for abatement. The Government will provide, as an attachment to this Statement of Work, the results of all lead and asbestos testing previously accomplished. The results of the surveys and all test reports are to be included in the contractor Investigative Report. The Project Specifications shall cover all abatement requirements and shall also include copies of the surveys and test reports as an appendix to the applicable specification sections. Full size drawings showing all quantities/locations of asbestos and lead based paint in the facility project work areas shall be included in the Project Drawings. The bidding requirements are to provide for bidding action for known quantities, along with unit prices for various categories of work and materials in the event of hidden quantities.

1.11 Meetings and Site Visits

Before the contractor provides a proposal bid for this project and subsequent negotiations, there will be a design pre-bid scope validation meeting between contractor and Government representatives involved with the project to ascertain that the contractor clearly comprehends and understands the various scopes of work to be performed under each type of service. During the meeting, the contractor may present their views as to how they propose to accomplish the project and to review and discuss the requirements. A site visit to the project site may be conducted following this meeting.

Once this project has been awarded to the contractor, a design kickoff meeting with the same parties as above will be held, to further discuss project requirements, the anticipated schedule, base access arrangements, etc.

After each design milestone submittal, the contractor and Government representatives will meet to discuss and resolve design review comments, before moving on to the next stage of design.

During the course of the design effort, the contractor may be called upon to attend other meetings pertaining to the project. The contractor or the Government may request coordination conferences when it is deemed necessary by both parties to clarify the work or discuss potential changes to the schedule.

The contractor shall prepare written minutes of all meetings to include attendee list and summary of meeting results / agreements. Copies of minutes shall be transmitted to the attendees within 5 business days.

All meetings and presentations will be held at Malmstrom AFB unless otherwise indicated. It is preferable that contractors representatives attend in person; however, virtual presence will be considered upon request. The contractor will schedule and arrange the virtual meeting in a platform compatible with government use (WebEx, MS Teams, etc.), while the Government will arrange for the physical meeting space and computer/projector setup for in-person meetings which also have virtual participants.

The contractor or their duly authorized representative will be required to perform an investigation of the project site and will be required to make periodic visits to the project site as part of their contract as necessary to ensure design accuracy and timely completion of the project. The contractor must provide ample advance notice of personnel needing base access, so that arrangements can be made in a timely manner.

1.12 Submittals

Data submittals shall be delivered no later than the contractually required date and will include a dated cover letter. All documents will be on recycled paper copied both sides unless specified otherwise.

The contractor will not be responsible for the time used by the Government in reviewing submittals.

1.13 Software

All drawings will be AutoCAD Release 2024, or older, generated; word processing, spreadsheets, and all documents to the extent possible will be in the most current version of Microsoft Office (conversion from other software not acceptable).

1.14 Quality Control

The contractor is responsible for the accuracy and content of their work. Government review does not relieve the contractor from the responsibility of conducting thorough in-house reviews prior to submitting to the Government. With each submittal, the names of each reviewer along with the particular areas reviewed will be submitted by separate letter entitled Certification of Quality Control. The letter will also address the total number of hours spent by these individuals in the review process.

1.15 Security Information

The contractor and their duly authorized representatives shall comply with pertinent Air Force security regulations while working on the project. Special security clearances such as CONFIDENTIAL, SECRET, etc., are not required by the contractor for the design of this project. Take all possible precautions and efforts to prevent the disclosure of any information that might provide prospective construction contractors, manufacturers, or suppliers a bidding advantage over others. Do not discuss project information with those off-base who do not have a need to know.

1.16 Anti-Terrorism (AT) Training

In accordance with DoDI O-2000.16v1_AFI 10-245-O, Antiterrorism (AT) Program Implementation, ensure Level I – AT Awareness Training is completed by all personnel within 30 days of requiring access, and annually thereafter. The training will be provided by the Government. The objective of the training is to provide personnel with requisite knowledge necessary to remain vigilant and enable employment of AT tactics, techniques, and procedures. This training will be conducted by Malmstrom AFB 341st Contracting Squadron, by providing a written pamphlet for review.

1.17 Force Protection

While on Malmstrom AFB and any associated properties under its control, including Launch Facilities (LFs), and Missile Alert Facilities (MAFs), all contractor personnel are required to abide by all real-world Force Protection Condition (FPCON) measures, random anti-terrorism measures (RAMs), shelter-in-place orders, evacuations, and lock-down notices as directed. Examples include mandatory badge or ID checks, facility single points-of-entry, and searches of hand-carried items.
