About this file

This document is a Questions and Answers file for RFP FA4626-R-0012, "Repair MAF and Base Fire Alarms," issued by Malmstrom Air Force Base. The solicitation seeks to repair and upgrade fire alarm systems at seven Missile Alert Facilities (D-01, E-01, F-01, I-01, L-01, N-01, O-01) under a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract with firm-fixed-price task orders. The initial task order covers the seven named MAFs only, with base-side facilities to be addressed through future task orders. The performance period is 52 working days (91 calendar days) per MAF, with Security Forces providing 24/7 fire watch during the 21-day system outage. Outages must be scheduled 14 days in advance through Missile Engineering.

The solicitation requires replacement of the existing Harrington HS-3400 fire alarm system with a Potter addressable horn/strobe system (specifically Harrington by Potter), with new duct detectors and associated fan shutdown relays/programming included in scope. Linear heat detection is acceptable in attic spaces, existing serviceable raceway and conductors may be reused, and new raceway must be ¾" EMT painted red where exposed. Mass notification systems are not required for MAF locations. A Qualified Fire Protection Engineer (QFPE) or NICET FAS-Level III must stamp the design. Design software must operate on current Microsoft Windows systems. The contractor must provide portable power, water, and toilets; materials may be staged in a trailer at the MAF. CAD files with existing device locations are available, government escorts are provided 6:45 AM to 5:15 PM Monday-Thursday, and 30 days EAL approval with REAL ID-compliant identification is required for site access. The contractor cannot work concurrently at multiple MAFs, and liquidated damages information is referenced in SF 1442.

1 Section L states that the page limit for Volume II Past Performance is 2 pages per focus area but the

Attachment 8 Past Performance Questionnaire is 6 pages alone. Please verify what the page limit should be.

Amendment 002 Implemented to correct page limit of 50.

2 Is only Potter Electric Signal Company allowed for this RFP? Yes, Harrington by Potter

3 Mass Notification:

Spec Section 28 31 74 – 2, 1.1(B) (INTERIOR ADDRESSABLE FIRE ALARM SYSTEM) includes limited references to coordination with a mass notification subcontractor and UFC-required overrides; however, the project scope, specification title, drawings, device requirements, and sequence of operation do not indicate replacement or installation of an in-building mass notification/voice evacuation system.

Does the new fire alarm system need to include a Mass Notification System (MNS)? This appears to be a repair project, and the existing system does not have any MNS features. For reference a mass notification system would be required if the facility is considered an “inhabited” building (over 11 occupants) per UFC 4- 021-01 Section 2-6.2.1. As the bidding contractor, we cannot determine the actual occupant load. Also note that the new UFC 3-600-01 July 2, 2026 section 9-17.7.1 which states “Electronic MNS may be omitted when approved by the DFPE.

Please consult with DFPE and confirm that the project requires a new Potter fire alarm system with horn/strobe occupant notification only, and that an in-building mass notification/voice evacuation system, text displays, LOCs, ACUs, and associated MNS programming are not required.

If MNS is required, please provide the applicable occupancy determination, DFPE direction, required system functions, intelligibility criteria, textual notification requirements, interface requirements, and revised drawings/specifications necessary for bidding.

MAF system required to be addressable horn/strobe. MNS is not required on MAF locations. Note that future MAFB locations will be

MNS.

4 Performance Period:

Spec Section 01 00 00-1 (1.6) states that the project is allotted 52 working days per MAF (91 Calendar Days).

Statement of Work narrative states that the performance period is 73 calendar days. Which one is correct?

Please confirm that fire alarm system will be out of service for 21 days.

Please confirm that facility will be providing their own fire watch 24/7 during the 21-day outage.

52 working days (91 Calander days) is the performance period.

Security Forces will provide fire watch for 21 day outage.

5 Heat Detection in Attic:

The existing Fire Alarm System shows heat detectors in the attic space. Would Linear Heat Cable be an acceptable alternative to addressable system heat detectors? That way there are no addressable devices in the attic where subject to extreme temperatures. This also eliminates any serviceable devices from being in the attic.

Attic Heat Detection – Lineal Heat Detection is acceptable as long as it is installed in accordance with the NEC, NFPA-72, and manufacturer’s recommendations. Please install modules in a readily accessible location as defined in the NFPA-72.

29 Spec 28 31 74 Section 1.2.E lists kitchen equipment shutdown among the connections for which the fire alarm subcontractor is responsible. Please confirm whether each MAF has a commercial kitchen hood suppression system, whether an interface to it is required, and whether any hood suppression work is within scope.

The Ansul system is currently monitored by the existing system and is required to be by the new system. 3

30 Three different durations are stated. Spec 01 00 00 Section 1.6 allots 52 working days per MAF. Attachment 1a SOW Section 1.03 shows 21 days for Installation/Testing/Training per location within a 73-day total design period of performance. Attachment 1 SOW Section 1.02 defers the schedule to the SOW issued with each Task Order. Which governs, and what is the total contract period of performance for all seven MAFs?

52 working days (91 Calander days) is the performance period per MAF.

31 Spec 01 00 00 Section 1.7 requires that all work at a site be complete before proceeding to the next site. Does this prohibit the contractor from working at more than one MAF concurrently with separate crews? If concurrent work at multiple MAFs is permitted, will the Government provide a separate escort for each site?

No concurrent work will be allowed at this time.

32 Please state the liquidated damages rate, if any, and confirm the performance and payment bond requirements.

Section L addresses only the bid guarantee (SF 24, 20% of bid price or $200,000, whichever is less).

Please refer to the SF 1442. The Liquidated Damages rate can be found on pages 13 and 14.

Performance and Payment Bonds: Please refer to the SF 1442, Pg. 1, Block 12a, and pg. 12 for clause 52.228-15 Performance and Payment Bonds- Construction

33 Will a Government escort be available at the work site for every scheduled work day, 6:45 AM to 5:15 PM, Monday through Thursday, for the duration of work at each MAF? Will the Government furnish additional escorts if the contractor requires more than six personnel on site at one time?

Yes

34 Please confirm the treatment of daily processing and travel time. Spec 01 10 00 provides that approximately 30 minutes to process on site and up to 30 minutes to process off site are not delay time, that all contractors must be off site by 5:15 PM, and that inter-site processing and drive time are not delay time. 36 Please confirm the expected turnaround time for CEAL and EAL processing and identify any costs borne by the contractor. Spec 01 10 00 requires submission at least 30 days prior to requiring access, with five days allotted to Security Forces for background checks. Please also confirm whether escorted access requires REAL ID-compliant identification for all crew members and whether replacement personnel can be added mid-performance on a shorter cycle.

30 days for EAL approval for each applicant. REAL ID required.

37 Spec 01 00 00 Section 3.10.1 states that no utilities will be available and that the contractor shall provide portable power and water, while Spec 28 31 74 Section 2.14.A.1 states that the existing 120 VAC system power shall remain and directs the contractor to extend the existing circuit to the new notification appliance power supply. Please confirm whether the contractor may use facility 120 VAC power at the MAFs for the permanent fire alarm installation and for temporary construction power, or whether generators are required for all work.

120 VAC power may be used by the contractor.

Given that no on-base facility will be furnished for storage or office use, that the contractor is not permitted to store materials or vehicles on site, and that processing and storage sites are to be designated at the pre-construction meeting, please identify where material may be staged and whether any laydown yard will be made available. Please also confirm whether materials and tools must be transported to and from each MAF daily.

A trailer for material storage may be staged at the MAF or adjacent to the MAF. Location to be determined on site.

39 The MAFs are continuously manned, operational facilities. While the existing system is removed and before the new system is tested and accepted, what interim fire protection is required? Specifically: is a fire watch required, is it contractor-furnished or Government-furnished, what is the maximum permitted duration of a system impairment, and must the existing system remain in service until the new system is accepted?

Security Forces will provide fire watch for 21 day outage.

40 Please confirm the outage coordination process and how many outage windows will be granted per MAF. Spec 01 00 00 Section 3.11 requires utility outages to be scheduled at least 10 days in advance, Spec 26 00 00 Section 1.15.B requires consultation a minimum of 14 days prior to shutdown, and Spec 28 31 74 Section 1.1.B requires coordination with the Alarm Shop and Fire Prevention.
