About this opportunity
The Department of the Air Force Air Education and Training Command seeks repair and replacement of flooring in up to 41 Student Pilot Housing units at Laughlin Air Force Base, Texas, with proposals due June 22 and an amended site visit scheduled for May 20 at 2:00 p.m. This is a 100% small business set-aside under NAICS code 238330 (Flooring Contractors), with a $19 million small business size standard.
The 47th Contracting Squadron will award a single-award, Firm-Fixed-Price Indefinite-Delivery, Indefinite-Quantity contract. Amendment 00001 (effective June 16) reduced the base-period minimum order guarantee from five units to one unit and reduced estimated base-period quantity from 24 to 1 unit, while increasing the optional-period quantity from 17 to 40 units, maintaining a 41-unit maximum. Work includes demolition of existing wooden baseboards, subfloor preparation, and complete installation of Government-specified Luxury Vinyl Plank flooring (9-inch by 60-inch dark brown planks, float installation method per Shaw Flooring Briad style in Coffee Oak), vinyl wall base, transition strips, and thresholds. The base ordering period runs through September 30, 2026; the option period extends through September 30, 2027. Work must be performed during normal duty hours (0730–1630, Monday–Friday) within a baseline of three calendar days per unit per the Statement of Work.
All site visit attendees must be U.S. citizens capable of obtaining a base pass with no derogatory information preventing federal installation access. Work must comply with UFGS 09 65 00 resilient flooring specifications, Laughlin AFB installation facility standards, and Environmental Quality specifications. The facilities contain lead-based paint and asbestos-containing materials; only certified personnel may perform demolition activities. Contractors must provide performance and payment bonds equal to 100% of the original contract price within 10 calendar days of award. Davis-Bacon prevailing wage rates apply. Offerors must submit firm-fixed-price unit pricing, technical capability narratives (maximum five pages), and past performance documentation (1–3 projects from the last five years, maximum two pages per project). Questions are due May 22 at 4:00 p.m. The Government reserves the right to award without discussions to the responsible offeror providing best value.
