About this file
This is a Questions and Answers document issued by the Department of the Air Force, 47th Flying Training Wing (AETC) on 27 May 2026, addressing inquiries from prospective offerors regarding Project MXDP 26-1012 for repair and renovation of student pilot housing units at Laughlin Air Force Base, Texas.
The document provides official Government responses to four key questions submitted by prospective contractors. Regarding baseboard removal and replacement, the Government confirmed that wooden baseboards will not be reinstalled and cove base installation is required per the Statement of Work. On budgetary information, the Government declined to disclose the projected budget or estimated cost allocation to prospective offerors. Concerning flooring encapsulation, the Government clarified that since existing flooring will not be removed, encapsulation is not required, and asbestos fibers within walls and floor tiles are considered safe when undisturbed and undamaged. For lead paint concerns, the Government stated that no testing is expected; however, contractors are required to detach and dispose of wooden baseboards as if they contain lead-based paint per the Statement of Work disposal requirements. The document was signed by SSgt IAN J. MONIS, USAF, Contracting Officer.
