About this file
This is a Memorandum for Offeror from the 47th Flying Training Wing (AETC) at Laughlin Air Force Base disclosing the presence of lead-based paint (LBP) and asbestos-containing materials (ACM) in government duplex housing units on the installation. The memorandum informs offerors that only certified personnel are permitted to perform demolition or major construction activities on these facilities and that offerors must take adequate safeguards when working in these units. The disclosure is required under federal regulation 40 CFR 475 and Department of the Air Force Instruction (DAFI) 32-6001.
Survey results indicate that less than 11 percent of test results in housing units 9200-9220 showed LBP content on interior and exterior painted surfaces and carport areas, though offerors should treat all painted surfaces as LBP-containing. Some units tested between one and five percent ACM in walls and floors; however, asbestos fibers within walls and floor tiles are considered safe when undisturbed and undamaged. Laughlin AFB requests that offerors report any deteriorated painted surfaces or damage to walls and floor tiles. Complete LBP and ACM survey reports are available from the Environmental Office (47 CES/CEIE) in Building 100 by calling 298-5596. For additional questions, the Toxic Substance Program Manager can be reached at 298-5063. The memorandum requires offeror acknowledgement of receipt with printed name, signature, and date.

DEPARTMENT OF THE AIR FORCE
47TH FLYING TRAINING WING (AETC)
15 Apr 2026
MEMORANDUM FOR OFFEROR
FROM: 47 CES/CEI
251 Fourth St Building 100 Laughlin AFB, TX 78843
SUBJECT: Disclosure of Lead-Based Paint (LBP) and Asbestos Containing Materials (ACM) in Government Duplexes at Laughlin Air Force Base
1. This memorandum serves to inform you of the presence of LBP and ACM in housing units in order for the offeror to take adequate safeguards and to ensure offeror understands only certified personnel are allowed to perform demolition or major construction on these facilities.
2. Building materials containing LBP were used extensively before 1978. ACM was used in building material until the 1980s. ACM and LBP have been known to cause health issues if ingested or inhaled.
Federal regulation 40 CFR 475 and Department of the Air Force Instruction (DAFI) 32-6001 now require disclosure of such information. Additional regulatory guidance can be found online at https://www.epa.gov/lead/lead-renovation-repair-and-painting-program .
3. Certified inspectors surveyed our housing units and have identified the presence of these materials:
a. Less than 11% of test results in housing units 9200-9220 showed LBP content for the interior and exterior painted surfaces. Though the chances are small that each unit’s corresponding components will contain LBP, treat them as LBP-containing. The same goes for painted surfaces of the carport areas, which in many cases have been renovated or covered with materials free of LBP.
b. Survey reports for some units tested between one and five percent ACM in the walls and floors.
Asbestos fibers within walls and floor tiles are generally safe and are of no concern as long as these components are undisturbed and undamaged.
4. Laughlin AFB is committed to maintaining a safe and healthy environment in which to work. It is our intent to disclose the presence of LBP/ACM to you and make available all survey information. We ask that you report any deteriorated (i.e. flaking and/or peeling) painted surfaces and/or damage to walls and floor tiles. LBP and ACM survey reports are available at the Environmental Office, 47 CES/CEIE, in Building 100, and can be requested by calling 298-5596.
5. For any questions about this memorandum, call the Toxic Substance Program Manager at 298-5063.
