About this opportunity
The U.S. Army Corps of Engineers New York District intends to issue a solicitation for a firm-fixed-price design-build contract to renovate Building 99, a three-story dormitory at Pituffik Space Base in Greenland. The project involves comprehensive facility recapitalization, including site work, utilities, roof and exterior repairs, and complete interior renovation to modernize living quarters for U.S. military personnel in grades E5-E6. Evaluation criteria will focus on specialized experience and past performance, with offerors required to submit up to five design and five construction projects demonstrating relevant arctic or permafrost zone experience. The government will assess past performance using a confidence rating system that considers project recency, relevancy, and quality. Proposals are due by December 10, 2024, at 4:00 PM EST, with the contract expected to be awarded in the 1st or 2nd quarter of Fiscal Year 2025.
The procurement is uniquely restricted to Danish and Greenlandic firms only, with an estimated contract value between $25,000,000 and $100,000,000. The project is anticipated to take approximately three years to complete, with work limited to the months of June through September due to extreme Arctic conditions. Contractors will face liquidated damages of $5,000 per calendar day for project delays. The renovation will modernize a facility originally constructed in 1959, addressing critical infrastructure needs including updating mechanical, electrical, and control systems, installing fire suppression and keyless entry, and improving overall living conditions. Logistical challenges include limited transportation access, with materials and personnel required to be shipped via air or sealift, and extremely harsh environmental conditions including winter temperatures averaging 20-30 degrees below zero and summer temperatures between 40-50 degrees above zero.

Additionally, Thule's location demands that all supplies/personnel must be shipped /transported in/out via air/sealift. Pituffik Space Base is not a commercial air/seaport and there is no other access. Shipping schedules are dictated by Defense contracts, and materials and labor are not available locally. Winter temperatures average between 20 -30 degrees F below zero while average summer temperatures are between 40-50 degrees F above zero. One annual military cargo sealift departs from Norfolk, Virginia to Thule AB, on or about 1 July. There are two sealifts that leave from Copenhagen, Denmark to Thule AB, one in July & one in August. Airlifting any materials or equipment via military aircraft is very expensive and only normally allowed on an emergency-need basis.
