About this opportunity

The National Park Service seeks rehabilitation of the 4 Lazy F Ranch lodge, cabins, and utilities at Grand Teton National Park under solicitation 140P2026R0098 (GRTE 237343), with questions due November 6, 2026 and proposals due November 20, 2026 at 1700 ET. The procurement is a Total Small Business Set-Aside. The Denver Service Center's Contracting Services Division is procuring on behalf of the National Park Service National Office.

Work is performed at the 4 Lazy F Ranch in Moose (Teton County), Wyoming, within Grand Teton National Park, with site access April 1 through December 15 and work hours of 8am to 6pm. The base scope covers utilities design, permitting, and construction (water distribution, sewer with lift station and force main, buried telecommunications, and underground power) and rehabilitation of the main lodge, eight cabins, a garage, two outbuildings, and a water well structure. Building work includes roof replacement, foundation repair, historic window and door repair, and fire suppression installation. The award is a firm-fixed-price contract to one contractor under NAICS 237110 and PSC Y1NZ, with construction magnitude greater than $10 million. Funds are not presently available but are expected to become available for award.

Period of performance is 303 calendar days for the base scope, up to 669 calendar days with up to six optional CLINs, and 1,034 calendar days with seven or more optional CLINs. Contractors must begin within 10 calendar days of notice to proceed. Liquidated damages are $1,714 per calendar day.

Requirements include a minimum 15% self-performance requirement, Davis-Bacon wage compliance under Wage Determination WY20260041 with weekly certified payrolls, and performance and payment bonds at 100% of contract price within 10 calendar days after award. Offer guarantees are valid for 90 days and set at 20% of total proposal price or $3,000,000, whichever is less. Asbestos-containing materials and lead-containing paint are documented in multiple buildings, and regulated asbestos removal requires EPA NESHAP notification at least 10 working days before disturbing more than 160 square feet. Environmental restrictions include bat exclusion April 1–15, elk parturition restrictions May 15–June 30, eagle and migratory bird protections, and limited tree removal in fall. A Project Experience Questionnaire and a Limitation on Subcontracting report are required.

NPS intends award without discussions on a best-value tradeoff basis. Technical approach, project experience, schedule, and past performance are equally weighted when combined, and together they are approximately equal to price. Offerors submit separate technical and price PDFs to anthony_jasper@ios.doi.gov and CS_DSC_Proposal_Submission@nps.gov. Amendment 001 extended the proposal deadline to November 20. Amendment 002, effective October 29, posted the sign-in sheet and slide deck from the October 29 presolicitation meeting, directs all questions to the Contracting Officer by November 6, and permits emailed requests for additional site visits before November 20 with no NPS staff present. Offerors must acknowledge all amendments before the proposal deadline.
