ARTICLE 1 – DESIGN OBJECTIVES

1.1 SCOPE OF WORK

Building 99 was originally constructed in 1959 and needs updating.

The Space Force goal is to provide eighteen (18) remodeled living units on each of the three (3) floors for a total of fifty-four (54) apartment modules for E5/E6 NCO’s.

The base bid includes the preparation of design/build construction documents and construction for the renovation of an approximately

27,120 square foot (existing), three (3) story dormitory facility to accommodate mechanical rooms, electrical rooms, multi-purpose and kitchen/dining areas, laundry rooms, two (2) renovated egress stairwells, and a renovated central stair. The structural frame and building envelope walls are to remain, but demolition is required for all existing non-structural interior elements, MEP equipment and associated piping and conduits, the interior face of the building envelope walls, and the roof panels and attic insulation. See Appendix

C for the Base Bid concept drawings.

An Optional Bid Item (No. 1) will include replacing the existing building envelope walls and windows with new thermally efficient products. See Appendix C for Optional Bid Item No. 1 concept drawings.

Each living unit will be paired with another living unit, both sharing a common bathroom to be located between them. The facility must be provided with all necessary utility upgrades, communications, and site improvements to accommodate vehicles (number of block heaters and vehicles to be maximized per available space on south face of Building

99).

The D/B RFP includes a conceptual Comprehensive Interior Design (CID) document that has been taken to a 90% level of completion. Refer to the CID Package for Concept Comprehensive Interior Design. The CID includes concept Structural Interior Design (SID) and concept

Furniture, Fixtures, & Equipment (FF&E) information. The work under this contract will include completing documentation of the CID document to a 100% level. The concept CID documents are provided to assist the Contractor with the final design. Plumbing fixtures, faucets, sinks; etc. and lighting fixtures, (not lamps) if shown in the CID or Product Data Sheets, indicate the type, style, finish, and level of quality that the Government expects to be provided under this project. The Contractor will provide all items defined in the SID

(e.g., painted surfaces, counter tops, carpet, floor tiles, ceiling tiles, ceramic tiles, etc.) in accordance with the SID guidelines. For coordinating the SID with the CID, the Contractor must provide all

ARTICLE 3 – DESIGN NARRATIVES

A - SUBSTRUCTURE

A10 FOUNDATIONS

Although a project specific geotechnical report for the dormitory building has not been completed at the time of preparing the RFP, for footing design, assumptions have been made based on available geotechnical information in as-built drawings from adjacent dormitory renovation projects. According to the foundation notes of the existing drawings and previous geotechnical reports, any new isolated foundations required can be sized based on an allowable bearing capacity of 4000 psf. Based on a 2013 dormitory design and related geotechnical report, footing bearing elevation must be at a minimum of

8’-0” below the finished grade.

A1010 STANDARD FOUNDATIONS

A1010.1 COLUMN FOUNDATIONS

The existing building is supported on shallow cast-in-place concrete spread footings and mats bearing on non-frost susceptible material.

The Design-Build contractor must evaluate the condition of the existing exposed concrete foundations and remediate all areas showing deterioration.

SECTION 01 11 00 Page 14

Although not anticipated, if during the design-build phase, new or replacement foundations are required, it is recommended to use precast concrete footing elements to support any required steel support structure to avoid difficulties in pouring concrete for new foundations on the permafrost building site. Any new steel posts or stringer bases must be attached to supporting footings, either new or existing after verification of capacity, using galvanized steel anchor bolts and components.

A1030 THERMAL PROTECTION

Insulate all existing building foundation elements and any new foundations required to a minimum depth of 8” below finished grade with the same rigid insulation system described for the building piers in section B2010.1.

B - SHELL

B10 SUPERSTRUCTURE

All building structural systems and components must comply with the requirements of the current UFCs and codes, standards and criteria adopted by them as well as industry standards and commonly accepted methods of practice. The interior stairs will be code compliant steel framed with concrete filled metal pan treads connected to the existing building structure at each floor level. Covered entries will consist of exterior steel grating stairs and landings connecting the building’s 1st floor level to the grade and covered by a framed steel canopy.

Refer to Appendix D for preliminary structural calculations for the rehabilitation of the existing building. Any structural calculations and/or reports that are part of the structural design during the design/build phases of construction must be submitted as part of design documents.

• Short-period (0.2-sec) spectral response acceleration (2% probability of being exceeded in 50 years) (Site Class B)

Ss = 0.39 g

SECTION 01 11 00 Page 15

• Long-period (1.0-sec) spectral response acceleration (2% probability of being exceeded in 50 years) (Site Class B)

S1 = 0.18 g

• Short-period (0.2-sec) spectral response acceleration (10% probability of being exceeded in 50 years) (Site Class B)

Ss-10/50 = 0.20 g

• Long-period (1.0-sec) spectral response acceleration (10% probability of being exceeded in 50 years) (Site Class B)

S1-10/50 = 0.09 g

The Design-Build Contractor is responsible for identifying the site classification to be used to modify the UFC provided seismic data to match site soil characteristics. In lieu of additional site-specific seismic/geotechnical information, analyses can be perform using a seismic site class of “C”.

UFC 3-310-04 provides minimum seismic response parameters for the lateral resisting system consisting of steel ordinary moment resisting frames in the dormitory building as follows:

Response Modification Coefficient R = 3-1/2

System Overstrength Factor o = 3

Deflection Amplification Factor Cd = 3

The Design-Build Contractor is permitted to utilize alternate parameters from what is listed above to reduce demand on lateral resisting elements or connections if they provide documentation through detailing and calculation that the lateral resisting system complies with all requirements in applicable UFC and building code provisions.

UFC 3-310-04 and ASCE/SEI 41-17 provides information about the required evaluation and rehabilitation performance objectives for various risk categories. The dormitory building must be classified as having a risk category II and therefore must require the satisfaction of the following performance objectives:

B1001.3 EVALUATION / REHABILITATION REQUIREMENTS

Evaluation of the existing building structure is required to comply with all applicable UFCs and building code provisions adopted therein.

The following is a list of some relevant criteria which must be considered in the design.

• ICSSC Recommended Practice 10 (RP 10-22) as modified by UFC 3-

301-01 Section 4-2 gives direction for renovations which require seismic evaluation of existing structures.

• IEBC Sections 805.3, 906.2, and 1103.2 include conditions where the full existing building lateral force resisting system must be evaluated.

• IEBC Section 503.12 as modified by UFC 3-301-01 Section 4-4.2 provide conditions which, to allow for reroofing of an existing building, it is necessary to perform an evaluation of the existing building’s roof diaphragm and diaphragm connections to roof framing and walls.

The thresholds listed in these documents for evaluation and possible retrofit of specific components or the complete lateral force resisting system of the existing building are not being triggered at the time of writing this RFP. Relevant threshold criteria include:

SECTION 01 11 00 Page 17

• The preliminary estimated project cost is below 50%of the plant replacement value based on DD 1391 budgets and facility replacement costs.

• The seismic design category based on the seismic design data listed in B1001.2 is SDC “C”.

• The renovation scope in the project is not anticipated to meet the requirements of a “Substantial Structural Alteration” per chapter 2 of the IEBC.

• The exterior stair canopies and walls are not anticipated to increase the demand-capacity ratio in any element of the lateral force resisting system by more than 10%.

During design, if the parameters of the project scope change to trigger any of these thresholds, the Design-Build Contractor must perform necessary technical analyses to complete the structural evaluation of the existing building and documents and execute necessary upgrades to meet UFC and building code performance requirements.

B1002 STRUCTURAL SYSTEMS

B1002.1 GRAVITY SYSTEM

The existing dormitory building utilizes steel framing as the primary load-carrying system to support the building’s gravity loads (i.e.

dead, live, snow). Typical floors are constructed of concrete filled metal deck supported by steel beams that span between steel columns.

All beam-to-girder connections are of the shear-type while all beam/girder-to-column connections are of the moment-resisting type.

The contractor is responsible for the detailed design of the roof and wall support framing including connections back to the primary steel building framing. Design must also include any supplemental framing necessary to support walls, roofs, ceilings, and floors around proposed openings. The contractor is responsible for providing sufficient documentation to verify that all performance requirements have been met, the design configuration matched and may have to provide added substrate support to adequately resist imposed loads.

B1002.2 LATERAL SYSTEM

The existing dormitory building utilizes ordinary moment resisting steel frames in both orthogonal directions to provide resistance to lateral loads. Floor slabs and roof deck serve as rigid diaphragms transferring lateral loads due to wind or earthquake effects to supporting frames at various levels along the building height.

SECTION 01 11 00 Page 18

B1010 FLOOR CONSTRUCTION

B1010.1 FLOOR SYSTEM

The existing floor construction consists of a 2” normal weight concrete slab reinforced with weld wire fabric over 4 ½” deep metal floor deck. The metal deck is supported by steel beams framing to wide flange columns.

The revised usage of some of the former dormitory spaces as Mechanical and Electrical Rooms requires the evaluation of the existing floor framing in those areas for additional live and dead loads. UFC recommendations indicate these MEP spaces should be designed for a minimum of 100 psf live load; however, it is anticipated that actual equipment loads in the spaces, particularly at the upper floors will not be that heavy. Preliminary evaluation of these members indicate they have some reserve capacity for the additional gravity loads.

However, evaluation and reinforcing as required of beams/columns and their connections for all actual loads including wind and seismic forces in members acting as part of the lateral force resisting system is the responsibility of the Design-Build Contractor.

Slab in-fills required to close existing MEP openings not used in the proposed space layout, and revised slab edges at existing stairwell where stairs geometry is being changed, the floor system will match the existing floor construction. Refer to B1010.2 for additional requirements at exterior stairs.

B1010.2 EXTERIOR STAIRS

Building 99 has three (3) existing entry stairs with canopied landings on the south of the building and one (1) existing mechanical room stair on the north of the building that is not canopied. Preliminary visual observations of the exterior stairs, guardrails, and canopy assemblies indicate the existing support members and railings can be maintained. Areas of minor deterioration must be cleaned, and a corrosion resistant coating must be applied. It can be assumed for cost estimating that 100% of the stair structure will require some remediation of corrosion. An evaluation of the capacity of all existing exterior stairs, guardrails, and canopy structures must be completed by the Design-Build Contractor including site investigation of any deteriorated members or connections. Pending the results of this evaluation, components in the stair assemblies are to be repaired or replaced.

If replacement is required, exterior stair treads and landings must be fabricated and constructed of hot-dipped galvanized structural steel rolled sections and plates. The stairs framing must be supported by an

SECTION 01 11 00 Page 19 independent foundation system as described in section A1010. All stair treads, risers, and landings must be constructed from serrated galvanized welded steel bar grating of sufficient size to support all

UFC and building code requirements.

If replacement is required, guardrail components including handrails, stiles, posts, and other railing structure must be constructed from hot-dipped galvanized steel. The contractor is required to design all railing elements and their connections to new or existing framing/walls to support and comply with all UFC and building code requirements.

B1020 ROOF CONSTRUCTION

B1020.1 ROOF STRUCTURAL FRAME

The gabled roof structural system for the existing building consists of steel purlins spanning between roof steel beams and columns. Roof purlin-to-beam connections are of the shear-type while purlin and/or beam-to-column connections are of the moment-resisting type to ensure lateral stability in addition to improved gravity load carrying capacity.

The existing primary steel structure at the roof will remain and be used to support any required replacement or new purlins determined to be necessary for support of the new roofing assembly; refer to section

B1020.2. These primary steel rakers are supported at each column location, 76 locations total, with an existing stack of plywood shims at the third-floor ceiling level. The integrity of this wood material must be evaluated by the Design-Build Contractor. If it has deteriorated, it must be replaced by steel or another suitable non-combustible shim material of adequate compressive capacity. This replacement, if necessary, will require the existing roof framing to be temporarily shored while the repairs are completed.

B1020.2 ROOF ASSEMBLY

The existing roofing assembly consists of corrugated metal roof panels fastened to the existing steel structure, sheet metal flashing at the roof eaves, rake edges, and ridge, and backup wood blocking. The entire roof assembly must be demolished down to the existing structural steel purlins. Preliminary analysis of original design documents indicates that the existing purlins are sufficient to support the proposed reroofing based on assumed assembly weights and requirements. However, an evaluation of the capacity of the existing purlins must be completed once a final roof assembly has been selected and design loads are determined by the Design-Build Contractor, including site investigation of any deteriorated members or connections which could reduce their capacity.

SECTION 01 11 00 Page 20

It can be assumed for cost estimating that approximately 10% of the roof framing may have some signs of deterioration that will at least require cleaning and recoating if repair or replacement is not determined to be necessary.

B1020.3 EXTERIOR STAIR CANOPIES

B1020.3.1 EXTERIOR STAIR CANOPIES BASE BID

The three (3) existing exterior entry stairs on the south of the building have canopied landings with wind walls. Existing canopy and wind wall metal panels including existing “Z” clips attached to the existing steel beams/tubes will be maintained unless damaged. Complete an evaluation of the existing structure at these entries and remediate, repair, or replace members as indicated in B1010.2.

Replace canopy and wind wall panels in kind only where damaged and anchor back to the existing structure. Canopies must be constructed of galvanized metal roof deck supported by existing steel beams that are bearing on existing steel posts. Any connections to the main building structure must be provided with thermal breaks. Metal roof deck will be covered with uninsulated standing seam metal panel roofing to match the main building roof.

B1020.3.2 EXTERIOR STAIR CANOPIES OPTION (OPTIONAL BID ITEM NO. 1)
