About this opportunity
The National Park Service Intermountain Region seeks a firm fixed-price construction contractor to remodel the Visitor Center at Golden Spike National Historic Park in Promontory, Utah, with proposals due July 27, 2026 at 1:00 p.m. Mountain Daylight Time. The procurement is set aside for Total Small Business concerns under NAICS 236220 with a $45 million size standard.
Place of performance is Golden Spike National Historic Park, Promontory, Utah (6200 N 22300 W, Corinne, UT 84307). The contract is firm fixed price with a period of performance from September 14, 2026 through December 31, 2027 (473 calendar days from Notice to Proceed), with substantial completion required by December 31, 2027.
The scope comprises architectural remodeling and site work across approximately 4,500 square feet of visitor space: interior modifications to expand the building and reconfigure exhibit spaces for new exhibits (Area A, 4,425 SF assembly occupancy), administration area reconfiguration (Area B, 1,550 SF business occupancy, Option 1), and public restrooms (Area C, 373 SF). Work includes demolition of existing conditions with abatement of identified asbestos-containing materials (ACM flooring mastic must be completely removed rather than encapsulated), new concrete foundation work, interior wall framing and gypsum board finishes, new ceiling systems, mechanical and electrical system upgrades, plumbing fixture replacement, fire protection systems per NFPA 13, and accessibility upgrades to meet ABAAS standards. Parking lot rehabilitation across five routes includes asphalt pavement replacement, concrete curbs and gutters, ADA-compliant parking spaces, and utility installations (water lines, electrical conduits for future EV charging). Option 2 covers exterior painting. Contractors must comply with Davis-Bacon prevailing wage rates (Wage Determination UT20260081 and UT20260104).
A mandatory site visit was held June 30, 2026 at 11:00 a.m. MDT. Offerors must submit proposals in two volumes: Volume I containing non-price technical proposals addressing past performance, project experience, key personnel experience, schedule, and safety; Volume II containing pricing schedule and certifications. A bid guarantee of 20 percent of bid price (not to exceed $3 million) and performance and payment bonds equal to 100 percent of contract price are required. Evaluation is best-value considering technical merit, schedule, safety, past performance, and price. Projects at least 75 percent complete will be considered for past experience evaluation if clearly identified as such. Past experience information may be submitted in any format; no Project Experience Form is required. Tile cove base finish specifications are Matte with Serenade color. Six amendments have been issued; the most recent (Amendment 0006, effective July 23, 2026) clarified tile specifications, ACM removal requirements, past experience evaluation criteria, and submission format flexibility.
