On the Finish Schedule, it shows VT1 – Vinyl Composite Tile – Marmoleum – E3573 Trace of Nature – Flow Pattern.

In the specs under Resilient Tile it shows RF1 – Resilient Floor Tile – Forbo Colorex EC – 250206 Moonstone (which is a static dissipative tile) The Government has confirmed that RF1 is not specified on the drawings. Provide VT1 in accordance with the Finish Schedule and at the locations shown on the drawings. The RF1 specification is not applicable to this project.

RFI-008Sheet A-2 Demolition Floor Plan Keynote 10 says, "Remove existing exhibits in return to NPS." From the job walk, these exhibits appear to include a lot of glass as well as delicate and valuable material. Is it the intent that the general contractor remove these items? If so, can you please clarify: if there are any requirement for protection, packaging, storage locations, transfer processes, and whether any museum conservation handling requirements apply.The NPS will remove most of the exhibits including valuables and store them.
RFI-009For the installation of the new 4-inch conduit and 1-inch conduit and pole boxes for Future EV Charging Stations, can landscape drawings and existing site drawings be provided that show the finished material we will have to demolish and reinstall in order to install the conduit? Or is the intent that we install the conduit using a trenchless (Ditch Witch) method?Intent is to install conduit using trenchless method.

RFI-003If a contractor includes specific exclusions or qualifications with our proposal submission, will our proposal be deemed non-responsive?Contractors shall meet or exceed the minimum qualifications/requirements of the evaluation factors.
RFI-004We request the government reconsider this requirement for proposals to “[e.g., 90 Calendar Days]” and adopt a more rational approach such as accepting cost proposals valid for 30 or 60 days, and allowing a fair cost re-evaluation at contract award. Such an approach could save the government quite a bit of money in the case that material prices level off before award. Removing this risk allows for a more competitive bidding climate based on the true value of the project.We will reduce this to 90 Calendar Days.

Accordingly, the applicable domestic preference requirement for this project is the Buy American Act as implemented by these FAR provisions. RFI-041The Government conducted the pre-bid site visit on June 30, 2026, leaving approximately eight (8) calendar days before the current bid due date of July 8, 2026.

The site visit provided important information regarding existing conditions, building access, phasing constraints, existing utilities, and renovation sequencing that could not be fully evaluated from the contract documents alone. Following the site visit, offerors require sufficient time to:

•Incorporate field observations into their estimates.
•Develop and submit RFIs resulting from existing field conditions.
•Receive and evaluate Government responses to those RFIs.
•Obtain revised subcontractor and supplier quotations based on site observations.
•Evaluate impacts to means and methods, temporary facilities, and phasing.

Given the complexity of this occupied renovation project and the limited time remaining after the site visit, offerors may not have adequate opportunity to prepare complete and competitive proposals.

Will the government please extend the bid deadline by fourteen (14) or (21) to calendar days to allow adequate time for incorporation of site visit observations, Government responses to RFIs, and preparation of complete and competitive bids? An extension was provided in Amendment 0003. Proposals are now due no later than 1:00 p.m. MDT on July 22, 2026.

Also, there is interface between the conduit for future EV charge stations that both contracts will complete a section of and need to interface.
