About this opportunity
The U.S. Department of Agriculture Forest Service is seeking contractors to reconstruct the Bonito Amphitheater in the Flagstaff Ranger District on Coconino National Forest through a Request for Proposal solicitation. The project involves dismantling existing amphitheater structures that were damaged by flooding from wildfires (Shultz fire in 2010 and Tunnel/Pipeline fires in 2022) and constructing a new amphitheater approximately 200 feet away on higher ground to prevent future flood damage. The scope includes complete demolition of buried structures, construction of a new amphitheater with wheelchair accessibility features, installation of new sidewalks and lighting systems, electrical infrastructure, and site preparation work. The solicitation uses a Tradeoff Process for evaluation, considering technical factors including past performance and experience along with price, with price weighted at approximately 80 percent of the total evaluation. Proposals were originally due September 11, 2025, but have been extended to September 16, 2025, at 2 PM PT, with a mandatory site visit having occurred on August 18, 2025.
This opportunity is designated as a Total Small Business Set-aside, restricting competition to qualified small businesses under NAICS code 237990 (Other Heavy and Civil Engineering Construction). The contract value is estimated between $500,000 and $1,000,000, with a performance period of 150 days from Notice to Proceed following contract award. The work will be performed at the Bonito Campground on Coconino National Forest, located at specific coordinates (latitude 35.370594, longitude -111.540781), approximately 13 miles north of Flagstaff, Arizona. The project includes 35 distinct line items covering mobilization, concrete work, electrical installations, benching, lighting systems, and various construction activities required to deliver a fully functional amphitheater facility. The contract will be awarded as a firm fixed-price arrangement, and contractors must maintain active SAM registration and provide required bid guarantees in accordance with federal acquisition regulations.
