About this file

This document is a specifications manual for the U.S. Forest Service's project to reconstruct the Bonito Amphitheater located in the Coconino National Forest, Southwest Region 03. The project involves constructing a new amphitheater structure, sidewalks, and lighting at the Bonito Campground, situated approximately 6,950 feet above sea level near Sunset Crater. The site is characterized by volcanic cinders and sits in an area with wintery conditions from November through March and potential monsoonal activity from June through September.

The comprehensive specifications manual covers 35 technical sections detailing requirements for various construction activities, including concrete work, masonry, carpentry, electrical systems, roofing, painting, and site preparation. Key specifications include using western red cedar for wood components, dark gray concrete coloring, metal roof panels with a fluoropolymer finish, and following strict compaction and excavation guidelines. The project emphasizes environmental considerations such as wildlife protection, vegetation preservation, and proper waste management. The specifications are dated April 11th, 2025, and provide detailed technical guidance for contractors bidding on and executing the amphitheater reconstruction project.

SECTION 01 11 00 – SUMMARY OF WORK

PART 1 - GENERAL

1.1 SUMMARY

A. Work for this project consists of constructing a new amphitheater structure, sidewalks, and lighting.

1.2 LOCATION

A. The project work is located at the Bonito Campground on the Coconino National Forest.

From the Flagstaff Ranger Station (5075 US-89, Flagstaff, AZ 86004) at the Marketplace Drive and US-89 intersection, drive north on US-89 for 11.4 miles. Turn right onto NFSR 545 (Fire Rd / Loop Rd) and continue 1.9 miles. Turn left onto NFSR 545F (Bonito Campground Entrance). The new location for the amphitheater is located at latitude

35.370594 decimal degrees, and longitude -111.540781 decimal degrees.

1.3 GENERAL SITE CONDITIONS

A. The site is approximately 6950 feet above sea level, with wintery conditions and subfreezing temperatures from November through March. Temperatures in the middle of summer can reach into the 80- to 90-degrees Fahrenheit. Monsoonal activity, including sudden downpours, lightning, and flash flood typically occur from June through September.

B. The old amphitheater is 500 feet due east of the new proposed location. The new proposed location is above the drainage, where the old amphitheater is buried due to the Pipeline and Tunnel fire debris flooding that occurred in 2022.

C. The site sits on the lava fields near Sunset Crater. Soil conditions consist of approximately twelve (12) inches depth of volcanic cinders over gravelly loamy coarse sand and clay loam.

1.4 FIELD VERIFICATION

A. Field verify all new and existing dimensions and project conditions affecting the work of the project prior to starting the work. If there are any discrepancies from the contract drawings and specifications, notify the Contracting Officer before proceeding with the work.

1.5 EXISTING UTILITIES

A. Notify required blue stake jurisdiction) within the project area and locate all existing utilities, at least 48 hours in advance, prior to the start any excavation activities.

B. Notify the Contracting Officer of proposed locations and times for excavation.

5 | P a g e

C. Locate and prevent damage to known utilities. If damage occurs to known utilities, repair at no cost to the Government.

D. Notify the Contracting Officer 7 days in advance of any planned interruption of existing utilities.

SECTION 01 22 13 – UNIT PRICES MEASUREMENT AND PAYMENT

1.1 SUMMARY

A. This section explains, in general, what is and what is not included in a bid item; the limits or cut-off points where one bid item ends and another begins; and method of measurements and basis of payment for work items listed in the Schedule of Items.

B. Work: Furnishing all labor, materials, equipment, and other incidentals necessary to successfully complete the project, or any portion of it, and carrying out all duties and obligations imposed by the contract by the Contractor.

C. Payment:

1. For each individual item in the Schedule of Items, full compensation for all work related to the item will be made in accordance with these specifications, as shown on the drawings, and as staked in the field.

2. Measurement and payment for contract work will be made only for and under those pay items included in the Schedule of Items. All other work and materials are considered incidental or as included in the payment for items shown.

1.2 DETERMINATION OF QUANTITIES

A. Perform, or cause to be performed, all measurements of quantities of materials incorporated into the work processes that are to be measured under the provisions of the contract.

B. Quantity Measurements:

1. Make all measurements for computation of quantities for all work items except those specified for payment by Actual (Contract) Quantity (AQ), Estimated (Design) Quantity (EQ), or Lump Sum Quantity (LSQ).

2. Compute the quantities for periodic progress payments; the Contracting Officer will compute the quantities for final payment based on measurements taken by the Contractor and recommended by the COR.

3. All Contractor measurements are subject to verification by the Government.

4. Submit all field notes, calculation sheets, and other data used to determine quantities.

5. Verify, in writing, as to the accuracy of the measurements and computations submitted.

1.3 UNITS OF MEASUREMENT

A. Cubic Yard (CY): A measurement computed by one of the following methods:

1. Excavation, Embankment, or Borrow.

a. Measurement computed by the average end area method from measurements made longitudinally along a centerline or reference line.

2. Material in Place or Stockpile.

a. Measurement computed using the dimensions of the in-place material.

B. Loose Cubic Yard (CY): A measurement computed by one of the following methods:

1. Material in the Delivery Vehicle.

9 | P a g e

a. Measurement computed using measurements of material in the hauling vehicles are the point of delivery. Load vehicles to at least their water level capacity.

Leveling of the loads may be required when vehicles arrive at the delivery point.

C. Each (EA): One complete unit, which may consist of one or more parts.

D. Linear Foot (LF): As applicable, measure the work along its length from end-to-end; parallel to the base or foundation; along the top; along the front face; or along the invert. Do not measure overlaps.

E. Lump Sum (LS): Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item. The quantity is designated as “All.” Estimated quantities of lump sum work shown in the contract are approximate.

F. Square Foot (SF): Measure on a plane parallel to the surface being measured.

1.4 METHOD OF MEASUREMENT

A. One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:

1. Actual (Contract) Quantity (AQ)

a. The quantity to be paid is the quantity listed in the bid schedule. The contract quantity will be adjusted for authorized changes that affect the quantity or for errors made in computing this quantity. If there is evidence that a quantity specified as a contract quantity is incorrect, submit calculations, drawings, or other evidence indicating why the quantity is in error and request in writing that the quantity be adjusted.

2. Estimated (Design) Quantities (EQ):

a. Per FAR 52.211-18 Variation in Estimated Quantity, if the quantity of a unit-priced item in this contract is an estimated quantity and the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party. The equitable adjustment shall be based upon any increase or decrease in costs due solely to the variation above 115 percent or below 85 percent of the estimated quantity. If the quantity variation is such as to cause an increase in the time necessary for completion, the Contractor may request, in writing, an extension of time, to be received by the Contracting Officer within 10 days from the beginning of the delay, or within such further period as may be granted by the contracting officer before the date of final settlement of the contract. Upon the receipt of a written request for an extension, the Contracting Officer shall ascertain the facts and make an adjustment for extending the completion date as, in the judgement of the Contracting Officer, is justified.

3. Lump Sum Quantities (LSQ):

a. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that pay item. Estimated quantities of lump sum work shown in the contract are approximate.
