About this opportunity
The USDA Agricultural Research Service (ARS) is soliciting quotations for recirculating aquaculture system upgrades at the National Cold Water Marine Aquaculture Center in Franklin, Maine, under Solicitation 1232SA26Q0302. The work encompasses electrical infrastructure upgrades including switchboards, automatic transfer switches, metering systems, and underground electrical distribution, along with optional mechanical components such as process water cooling systems and an ozone generation system with associated building installation. Key contract requirements include compliance with 2023 National Electrical Code standards, Davis-Bacon prevailing wage rates, OSHA safety protocols, and biosecurity procedures specific to aquaculture facility operations, with the contractor required to maintain uninterrupted facility operations throughout construction. The government will evaluate proposals using lowest-price technically acceptable criteria, with evaluation factors including price fairness and reasonableness, technical acceptability based on technical approach narrative, key personnel resumes, company experience and construction schedule, and past performance rated as acceptable, neutral, or unacceptable. The quote submission deadline is April 17, 2026 at 3:00 PM EDT (extended by Amendment 02 issued April 14, 2026), with written questions due by March 23, 2026 at 4:00 PM EDT, and optional site visits scheduled for March 17 and March 18, 2026 at 9:00 AM EDT with required registration by March 16, 2026.
This acquisition is designated as a Total Small Business Set-Aside with a small business size standard of $19.0 million under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors). The contract is structured on a firm-fixed-price basis with one base line item (Electrical Upgrades) and three optional line items (Switchgear Roof Structure, RAS Cooling, and Ozone System), each with a September 30, 2026 deadline for optional work. The period of performance extends from May 4, 2026 through January 29, 2027, with the contractor required to begin work within ten calendar days of notice to proceed and complete all work within 224 calendar days of NTP. The site visit sign-in sheets indicate interest from local contractors including J.J. Murphy Construction, Cianbro, ABM Mechanical, ELCO Electric, and Phelan Construction. Sealed offers must include performance and payment bonds, and the government will provide these bonds within ten calendar days of award, with prices remaining firm for 90 calendar days from the due date for base items and until September 30, 2026 for optional items.
