About this opportunity

The Department of Veterans Affairs Strategic Acquisition Center Frederick is seeking an Indefinite Delivery Indefinite Quantity (IDIQ) multiple-award contract to provide technical and professional support services to Biomedical Engineering departments at VA medical centers, outpatient clinics, VISN offices, and VHA/VA Program Offices nationwide. The services encompass planned maintenance, corrective maintenance, professional biomedical engineering services, technology assessment and implementation, project management, and healthcare consulting for medical devices and clinical systems. Contractor personnel must meet specific educational and experience requirements for roles including Biomedical Technicians at multiple levels, Information Systems specialists, Medical Imaging Systems specialists, Biomedical Engineers, and Project Managers, and must obtain VA Contractor PIV badges and security clearances prior to commencing work. Award decisions will be based on a best-value evaluation considering Technical Capability and Past Performance as equally weighted factors that are significantly more important than Price. The proposal submission deadline is April 15, 2026, at 3:00 PM EDT, with the deadline for submitting solicitation questions set for April 6, 2026, at 9:00 AM ET.

This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) certified under the SBA's VetCert program. The IDIQ contract will result in approximately five awards with a combined maximum ceiling value of $175 million and a minimum guaranteed amount of $2,500 per awardee, structured with a five-year ordering period consisting of a one-year base period plus four one-year option periods. The initial task order requires one full-time equivalent remote position supporting the VHA Office of Healthcare Technology Management, with the government anticipating eventual nationwide staffing of up to 150 FTEs under the IDIQ. Contractor personnel must submit single national hourly rates for each labor category valid for years one through five of the contract. The place of performance for the initial task order is remote from any U.S. location with secure internet connectivity, with work to be performed during standard business hours from 8:00 AM to 4:30 PM ET, Monday through Friday, with no travel anticipated or reimbursable under this task order.
