About this opportunity

The Department of Justice Bureau of Prisons is seeking a third-party professional auditing, consultation, training, and environmental health and safety (EH&S) testing contractor through Unicor (Federal Prison Industries) under Solicitation SV0194-26. The contract requires professional services including R2V3 and RIOS Responsible Recycling certifications, comprehensive auditing, downstream due diligence documentation review, staff training, and environmental testing conducted by a Certified Industrial Hygienist (CIH). The contractor must possess strong firm qualifications, employ qualified CIHs with relevant credentials and references, and utilize accredited laboratories meeting American Industrial Hygiene Association (AIHA) standards. The government will evaluate proposals based on three primary criteria: qualifications of the proposing firm and proposed CIHs, qualifications of the laboratories to be used, and total costs, with award going to the offeror providing the best overall value. Critical deadlines include December 19, 2025 for submission of questions to wesley.newell2@usdoj.gov and January 2, 2026 at 2:00 PM EST for proposal submission.

This solicitation is designated as a 100% small business set-aside with no identified incumbent contractor. The contract is structured as a fixed-price requirements type covering a base year (calendar year 2026) plus two option years (2027 and 2028), with an estimated total contract value of $19 million. Services will include approximately 1,400 hours of auditing, consulting, and training with an estimated $30,000 in reimbursable travel costs annually. Work will be performed across seven Unicor Electronics Recycling Business Group facilities located in Atwater, California; Marianna, Florida; Schuylkill, Pennsylvania; Texarkana, Texas; Allenwood, Pennsylvania; Leavenworth, Kansas; and Terminal Island, California. The contract principal office is located at the UNICOR FPI Central Office in Washington, DC, with all personnel requiring background security checks and submission of documentation at least two weeks prior to facility visits.
