Air Monitoring – Years 2026 & 2027

1. For mercury air monitoring, should sampling be conducted for particulate, vapor, or both? Both

2. The air sampling quantity tables list total samples per location. Do these quantities represent the total number of samples across all analytes, or should the quantities be applied separately to each analyte (e.g., lead/cadmium and mercury)? Quantities should be applied separately to each analyte.

Air Monitoring – Year 2028

1. With the addition of beryllium, silica dust, and phosphor compounds, is the expectation that multiple sampling trains will be worn concurrently by workers, or should sampling be conducted separately? Sampling conducted separately.

2. Do the air sampling quantities listed for 2028 represent total samples, or quantities per analyte/sampling method? Quantities per analyte/sampling method.

3. For phosphor compounds, should sampling be conducted for total particulate (total dust) or respirable dust? Respirable dust.

Facility Layout – “Camp” vs. “Inside the Fence”

1. At locations identified as having both “Camp” and “Inside the Fence” areas, can a single Industrial Hygienist reasonably move between these areas during sampling activities, or should proposals account for separate IH coverage? Yes

2. For sites noted as having two buildings (e.g., Marianna, Schuylkill, Texarkana), is electronics recycling activity conducted concurrently in both buildings? Yes

Sampling Population

• Please confirm whether all personal air sampling is to be conducted on inmate workers only, and not staff. Staff and inmate.

Security / Access Requirements

• Are there any specific security clearances, background checks, or advance documentation required for contractor personnel to access the facilities? Yes, a background check must be conducted on anyone accessing each facility. A background information sheet will be sent to all personnel and must be returned no later than 2 weeks prior to visit.

Facility Gender Considerations

• Are the facilities single-gender or mixed-gender, and are there any restrictions on the use of opposite-gender contractor personnel when conducting sampling activities? Mixed gender. There are no restrictions on opposite gender conducting testing.

Travel Costs

• The SOW notes that travel costs will be reimbursed at applicable GSA/Federal rates.

Please confirm whether this includes airfare, lodging, and meals, and whether a specific rate schedule should be applied. Actual airfare and lodging only. Lodging is limited to the maximum GSA lodging rate for each location.

• 1. Is RIOS & R2V3 Responsible Recycling Auditing part of the CIH Testing required?

No, RIOS and R2 auditing are not part of the CIH Testing.

• 2. The Section B, Supplies or Services and Prices/Costs already has the "Quantity" for 3 Items (00019, 00020 & 00021) filled in with 1400 each / item No. (line), is this for another provider, if not what is this quantity for? 1400 is the estimated number of hours for performing the Auditing, Consulting, and Training. The unit price should be your hourly rate for performing.

• 3. Similarly, Section B, Supplies or Services and Prices/Costs already has the "Quantity" for 3 Items (00022, 00023 & 00024) filled in with 30,000 each / item No.

(line), is this for another provider, if not what is this quantity for? $30,000 is the estimated reimbursable travel cost. These 3 lines are for procurement/obligation purposes only and will not be part of the award determination as the amount of travel will largely be based on Unicor’s request.

• 4. Is the Mercury sampling for "vapor" phase only or is the "particulate" phase required to be sampled as well? (this will determine the sampling strategy and cost) Both vapor and particulate.
