About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12 (VISN 12) is soliciting proposals for comprehensive home oxygen delivery services across eight VA medical facilities in Wisconsin, Michigan, and Illinois. The contract encompasses equipment rental, setup, installation, patient education, preventive maintenance, and emergency services for veterans receiving home oxygen therapy. Offerors must demonstrate at least five years of experience in similar contracts, serve a minimum of 3,800 oxygen patients, and cover a service area comparable to VISN 12's catchment area, with respiratory therapists required to perform equipment setup, education, and maintenance services. Proposals will be evaluated based on price, contractor experience, and veteran-owned small business status, with experience and veterans involvement weighted as significantly more important than price. The proposal due date is January 5, 2026, with an anticipated contract effective date of July 1, 2026.

This is a small business set-aside (NAICS 621610, size standard $19 million) for a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) firm-fixed-price agreement consisting of five one-year individually priced periods, with a minimum guarantee of $100,000 and a ceiling of $50 million. The contract covers the Clement J. Zablocki VA Medical Center in Milwaukee, William S. Middleton VA Hospital in Madison, Tomah VA Medical Center, Oscar G. Johnson VA Medical Center in Iron Mountain, James Lovell Federal Health Care Center in North Chicago, Edward Hines VA Hospital in Hines, Jesse Brown VA Medical Center in Chicago, and VA Illiana Health Care System in Danville. The place of performance is located in Milwaukee, Wisconsin (53295). Multiple Department of Labor wage determinations for Wisconsin, Michigan, and Illinois counties have been provided, establishing prevailing wage requirements for service contract workers across the coverage area. Supporting documentation includes clinical respiratory assessment forms, veteran rights and responsibilities documentation, thermal fuse requirements, and maintenance tracking procedures to ensure standardized service delivery and patient safety across all VISN 12 locations.
