About this file

This is a Request for Proposal (RFP) for Home Oxygen Delivery Services issued by the Department of Veterans Affairs (VA) for Veterans Integrated Service Network (VISN) 12, covering medical centers in Wisconsin, Michigan, and Illinois. The contract is a five-year Indefinite Delivery/Indefinite Quantity (IDIQ) firm-fixed-price agreement with five one-year individually priced periods, with a minimum guarantee of $100,000 and a ceiling of $50 million. The solicitation seeks a contractor to provide comprehensive home oxygen delivery services, including equipment rental, setup, installation, patient education, preventive maintenance, and emergency services for patients at eight VA medical centers and their associated outpatient clinics.

The procurement is set aside for small businesses, with a North American Industry Classification System (NAICS) code of 621610 and a size standard of $19 million. The RFP requires offerors to have at least five years of experience in similar contracts, serving a minimum of 3,800 oxygen patients, and covering a service area comparable to VISN 12's catchment area. Proposals are due by January 5, 2026, with an anticipated contract effective date of July 1, 2026. The VA will evaluate proposals based on price, experience, and veteran-owned small business status, with experience and veterans involvement being significantly more important than price. Respiratory therapists will be required to perform equipment setup, education, and maintenance services.
