About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is soliciting for Initial Outfitting, Transition, and Activation (IOT&A) Services to support the James A. Haley VA Community Living Center in Tampa, Florida. The contractor will provide comprehensive services including project management, interior design, space planning, concept of operations development, acquisition planning, warehousing management, relocation services, staff training, and activation support for a new 153,528 square foot facility. Key requirements include demonstrating technical and management approach capabilities, submitting key personnel resumes with past performance references, and developing detailed plans for risk management, change management, equipment reuse, procurement, and staff training. The evaluation will assess the contractor's ability to manage complex facility transition logistics, coordinate with VA stakeholders, and execute the relocation of approximately 194 full-time equivalent employees and 45 patients with their belongings. Quotes are due by December 3, 2025, at 12:00 PM Eastern Time, with an estimated award date of October 30, 2025, and the contract is valued at approximately $20 million.
This solicitation is designated as a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside with no other set-aside categories applied. The contract is structured as a firm-fixed-price agreement with a 34-month base period of performance from February 2, 2026, to December 1, 2028, followed by optional task periods for warehousing and activation services, with the project completion targeted for June 2029. The contractor will be responsible for moving personnel belongings (up to 2 boxes per employee), patient belongings (10-15 medium boxes per resident), and reuse equipment, with all labor, materials, transportation, and equipment provided by the contractor. The facility, located in Tampa, Florida, will serve both long-term and short-term care patients and represents a transition to the VA Small House model of care delivery. Subcontractors and teaming arrangements are permitted, provided the SDVOSB prime contractor performs at least 51% of the work, and travel costs will be reimbursable on a cost basis.
