The contractor must designate three key personnel positions—a Project Manager, Senior Designer, and Senior Transition Planner—with specified minimum experience requirements. Award will be made on a best-value basis using comparative evaluation of Key Personnel (pass/fail), Technical Submission, Past Performance, and Price. Proposals are due by April 17, 2026 at 10:00 AM Eastern Time and must be submitted electronically to Katherine Johnson (Contract Specialist) and Kathleen Klotzbach (Contracting Officer) with required documentation including key personnel resumes, technical submission with management approach and basis of estimate, past performance references, completed pricing worksheet, and proof of current SAM.gov registration.
This is a 100% SDVOSB set-aside with no other set-asides applied, and no incumbent contractors are identified in the solicitation materials. The contract has an estimated value of $20 million for the base period running from June 1, 2026 to May 31, 2029 (36 months), with an optional task for seven months of warehousing and warehousing management services from August 1, 2028 to February 28, 2029. Pricing is structured across three contract line item numbers: CLIN 0001 covering 36 months of Pre-Activation and Activation Services, CLIN 0002 for cost-reimbursable travel, and CLIN 0003 for optional warehousing services. All work will be performed at the Bowling Green, Kentucky CBOC site, with travel costs reimbursable only for distances exceeding 50 miles from the contractor's facility when pre-approved by the Contracting Officer's Representative.
