The formal solicitation is anticipated to be posted on Contract Opportunities on or about March 6, 2026, with a closing date in April 2026, and the presolicitation response date is April 20, 2026 at 12:00 PM Eastern Time. Potential offerors should direct questions to LeJane.Baker@va.gov or Kathleen.Klotzbach@va.gov, and should be prepared for a potentially truncated response time between the formal solicitation release and the proposal deadline.
This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) verified by the VA and meeting the small business size standard for NAICS code 541614 (Process, Physical Distribution, and Logistics Consulting Services). The estimated period of performance is 36 months, providing a substantial timeline for the completion of outfitting, transition, and activation activities at the new facility. No incumbent contractor is identified in the presolicitation materials, indicating this represents a new requirement for the facility. The contract does not specify an explicit award value or budget range in the presolicitation notice, leaving the final contract amount to be determined during the formal solicitation and evaluation process. This opportunity represents part of the Tennessee Valley Healthcare System's broader initiative to expand and improve access to healthcare services for Veterans across its catchment area in middle Tennessee and southern Kentucky.
