About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 17, is soliciting a mobile 1.5T MRI lease with certified technologist services for the Austin VA Outpatient Clinic, with proposals due August 27 at 2:00 PM Central Time. This procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).
Place of performance is the Central Texas Veterans Health Care System Austin VA Outpatient Clinic at 7901 Metropolis Drive, Austin, Texas 78744-3111. The mobile MRI trailer must be 5 years old or newer with a minimum footprint of 12' x 46' (12' x 60' preferred), equipped with 45 mT/m gradient strength, 70 cm bore dimensions, zero boil-off cryogen technology, and comprehensive imaging software spanning neuro, ortho, body, oncology, vascular, elastography, spectroscopy, diffusion, and parametric modalities. Services operate Monday through Friday, 7:30 AM to 4:30 PM, excluding federal holidays, with a 95% minimum uptime requirement. The contractor must provide one primary certified Radiologic Technologist and one alternate, both holding current RT licenses and passing annual competency assessments, health examinations including TB testing, Hepatitis B immunity confirmation, and Varicella titers.
The base period runs September 30, 2026, through September 29, 2027, with four one-year option periods extending through September 29, 2031. The contract type is firm-fixed price. Offerors must be SBA-certified SDVOSBs registered in SAM and comply with the 50% subcontracting limitation for services (VAAR 852.219-75). All contractor personnel require Low Risk background investigations (NACI) at contractor expense; the VA issues a bill of collections at $230 per employee. Evaluation criteria are technical merit (operator licensure and competency, emergency and quality assurance plans, MRI specifications), past performance within 24 months on similar government or commercial MRI and technician contracts (evaluated on the offeror's own experience; prime SDVOSBs cannot rely on certified subcontractor past performance), and price. Questions were due August 17. Amendment 0001 (issued August 18) revised the Statement of Work dated August 14 and updated the Department of Labor Wage Determination to Revision 35; offerors must acknowledge this amendment with their proposals.

The government reserves the right to consider an offer other than the lowest price that provides additional benefit(s). Offers may exceed the minimum requirements of the solicitation. The government reserves the right to select an offer that provides a benefit to the government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The government is not requesting or accepting alternate offers.
Factor 1: Technical
Technical Factors:
Offeror shall attest with their offer that the operators are, or will be, licensed, competent, and sufficient health examination records.

Factor 2: Past Performance
Recent (last 24 months), relevant, and successful current and past performance in the performance of MRI and technologist services commensurate with the solicitation magnitude of services required in the SOW. Past Performance submissions will be evaluated to determine the competency of the offeror s historical performance and how that performance can predict the offeror s potential for performance of the tasks in the solicitation. The government may review past performance information from various sources, including databases.
Factor 3: Price
The government will evaluate price by adding the sum of all priced line items, including all options. Prices will be evaluated for completeness and reasonableness. Unrealistically high or low offers, initially or subsequently, may be determined for eliminating an offer from competition, either on the basis that the offeror does not understand the requirement, or has submitted an unrealistic offer. Additionally, unbalanced pricing poses an unacceptable risk to the government and may be reason to reject the offer.
