About this file

This is a Questions and Responses document for solicitation 36C25726Q0525 regarding mobile MRI trailer and technologist services.

The document addresses clarifications on facilities, equipment, and personnel documentation requirements. Regarding facilities, an ADA-compliant dressing room is preferred but not required. For equipment, the AED machine does not need to be MR safe, only compatible. The government confirms a current MRI trailer exists at the site, provided by IS Healthcare LLC under contract 36C25725C0065 valued at $719,820.00. On personnel documentation, the Statement of Work was revised to permit offerors to attest in their proposals that operators are licensed, with actual licenses provided after award rather than with the proposal submission. Regarding past performance evaluation (Factor 2), SDVOSB primes cannot submit or rely upon an SBA-certified SDVOSB subcontractor's past performance references; only the offeror's own past performance will be reviewed and evaluated for recent, relevant, successful MRI and technologist services experience.

However, SOW paragraph 7 states that copies of applicable operator licenses and evidence of the technologist's competency review shall be provided with the proposal. Please confirm which requirement controls for quotation submission. Specifically, must the quotation include the proposed primary and alternate technologists' actual licenses, competency checklists, continuing-education records, and health-examination documentation, or is attestation at quotation with the underlying documents due at kick-off acceptable?

Response:

The statement in the Statement of Work was overlooked. The Statement of Work has been revised to reflect that actual licenses will be provided after award. The offeror must attest that their operator personnel are documented in their offer.

Question:
