About this opportunity
The Department of Veterans Affairs is procuring comprehensive medical community care network services through a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the Community Care Network (CCN) Next Generation Medical program. The VA seeks to establish a pool of qualified contractors to manage medical provider networks, process healthcare and pharmacy claims, perform utilization management, coordinate referrals, handle medical documentation, implement fraud prevention programs, and provide administrative services across multiple U.S. states. Contractors must demonstrate significant corporate experience, including either $200 million in annual healthcare claims processing, operations in at least nine U.S. states, or multi-state implementation and IT integration capabilities. Proposals will be evaluated based on three factors: Technical/Corporate Experience (most important), Veterans' Involvement/Subcontracting Plan (important), and Price (least important). Initial written questions are due February 4, 2026, with a pre-proposal conference scheduled for January 21, 2026, and proposals due May 8, 2026, at 2:00 PM EDT.
The solicitation is unrestricted with no small business set-aside at the IDIQ level, though individual task orders may include set-asides. The incumbent contractors are Optum and TriWest, which currently operate various CCN regions under separate contract numbers. The IDIQ carries a minimum guaranteed amount of $10,000 with a maximum aggregate value of $1 trillion across all task orders, while the initial Task Order Proposal Requests (TOPRs) for Medical East and Medical West each have an estimated value of $47 million. The contract structure includes a three-year base period followed by four option periods totaling ten years, with full healthcare delivery required within 12 months of award but not sooner than 90 days. Performance will be geographically distributed across 32 states and territories in the Eastern region and 24 states and territories in the Western region, with contractors required to maintain network adequacy standards, process claims within 30 days, achieve accreditation through recognized organizations, and comply with extensive IT security requirements including FedRAMP High certification.
