About this file

This document is Amendment 0018 to Request for Proposal 36C10G26R0003, issued by the U.S. Department of Veterans Affairs OPAL Strategic Acquisition Center for the Community Care Network (CCN) Next Generation Medical indefinite delivery/indefinite quantity (IDIQ) contract.

The amendment updates RFP language and incorporates ten substantive changes. Key modifications include: (1) revising the liquidated damages amount for data breach costs from $50.00 per affected individual to $37.50 per affected individual in VAAR 852.211-76; (2) clarifying file packaging requirements for proposal submissions, specifying that volumes exceeding 10 MB shall be split into clearly labeled, sequential emails; (3) redefining "Contract Documents" to include cover letters, tables of contents, figures, lists, organizational charts, and glossaries, which do not count against page limitations but will not be evaluated as part of proposals; (4) increasing the page limit for Factor 2 (Veteran Involvement/Subcontracting Plan) from 10 to 15 pages; (5) clarifying that subcontracting goals are calculated based on subcontracted dollars, excluding subcontracted supplies; (6) revising the price evaluation table to reflect a 10-year contract period (Years 1-10) instead of Base Year plus Option Years; (7) expanding Factor 1 (Technical Evaluation: Corporate Experience) to permit offerors to submit experience performed by parent companies, subsidiaries, or affiliates, with detailed relationship and resource impact documentation; (8) modifying the evaluation criteria language to reference corporate experience of "any parent, subsidiary, affiliate, or JV member"; (9) clarifying that "no-bid" statements for Task Order Proposal Requests must be submitted via email; and (10) providing responses to feedback from the CCN Next Gen Medical Open Mic Session. All other terms and conditions remain unchanged. The conformed copy and Open Mic Session responses are attached as supporting documents.

CHANGE 8:

TO OFFERORS — COMMERICAL PRODUCTS AND COMMERCIAL SERVICES,

FACTOR 1: Technical Evaluation: Corporate Experience, is here by changed as follows:

FROM:

FACTOR 1: Technical Evaluation: Corporate Experience

In support of the scope of this IDIQ, VA requires evidence of prior contracts, as either a prime or subcontractor or member of a Joint Venture, which demonstrates the capability to support the scope of this work, as related to the Offeror’s service line and population served.

The Offeror shall provide contract or task order references relevant to the requirements described in Section 1.2 in “Attachment 1- CCN Next Gen – Medical IDIQ PWS _02_25_26_v2” of this RFP that demonstrate:

1. Corporate experience in operating a healthcare and/or pharmacy network that meets $200,000,000 in healthcare and/or pharmacy claims paid within a 12-month period; OR

2. Corporate experience in operating a healthcare and/or pharmacy network that includes a minimum of nine (9) U.S. states; OR

3. Corporate experience demonstrating performance of a cross section of services or a particular service providing the implementation, program management, and IT integration capabilities that covers multiple U.S. states. A contract or task order reference may address one or more of the relevancy criteria listed below (3a, 3b, 3c). However, each relevancy criteria below must be addressed at least once across all the references submitted:

a. Performance providing implementation of the related service/services covering multiple states

b. Performance providing overall program management of the related service/services covering multiple states

c. Performance supporting IT integration with the customer/client IT system to operate the related service/services covering multiple states

For corporate experience #3, failure to provide contract or task order references covering each of relevancy criteria described above (3a, 3b, 3c) will result in a rating of Unacceptable, thereby rendering the Offeror ineligible for award, and ineligible for other volume evaluation.

Performance for all contract or task order references provided shall be ongoing or have occurred within five years from the date of this solicitation.

The Offeror shall include a summary or narrative of the references provided, including the description of the work, the contract number, contract amount, period of performance, and customer/client information. The summary shall be supported with a SOW, PWS or equivalent requirements document applicable to commercial contracts for each relevant corporate qualification contract or task order provided. The Offeror must provide, within their Summary or narrative, page references to the applicable SOW/PWS/Requirements document pages including the relevant experience, and which corporate experience criteria (1, 2, and/or 3) the references are demonstrating.

(SOW/PWS/Requirements documents are not included in page limitations listed above).

The Offeror may provide work they performed as a subcontractor, however, the SOW/PWS/Requirements document submitted must be associated with their subcontract, not the prime contract if they were not the prime contractor.

Examples provided must be for the experience of the Offeror, not a team member, except in the case of a Joint Venture. Joint Venture experience can be submitted provided that the referenced experience was performed by the Offeror. If a small business offeror cannot independently demonstrate the required relevant experience, the Government will permit the offeror to submit experience from the first-tier subcontractors for evaluation. The Offeror shall provide no more than three contract or task order examples, as instructed above.

Failure to provide contract examples covering each relevancy criteria (1,2 and

3) described above will result in a rating of Unacceptable, thereby rendering the Offeror ineligible for award, and ineligible for other volume evaluation.

TO:

FACTOR 1: Technical Evaluation: Corporate Experience

In support of the scope of this IDIQ, VA requires evidence of prior contracts, as either a prime or subcontractor or member of a Joint Venture, which demonstrates the capability to support the scope of this work, as related to the Offeror’s service line and population served.

The Offeror may also submit experience performed by a parent company, subsidiary, or affiliate. For purposes of this provision, an “affiliate” includes any entity that controls, is controlled by, or is under common control with the Offeror.

When submitting experience performed by an entity other than the Offeror, the Offeror shall “connect the dots” between itself and any parent, subsidiary, affiliate, or JV member. At a minimum, the Offeror shall:

• Identify and describe the relationship between the Offeror and the entity that performed the referenced work (e.g., parent, subsidiary, affiliate, or JV member), including the nature of the affiliation and any relevant ownership, control, or organizational structure;

• Describe the specific resources that will be provided by or shared with the Offeror for performance of the instant requirement; and

• Explain how those resources will be made available to the Offeror and will meaningfully impact contract performance, including how they will enhance the Offeror’s ability to successfully perform the requirements.

Failure to clearly demonstrate the relationship and the impact of the affiliated entity’s resources will result in the affiliate’s experience not being considered. If the offeror relies solely on an affiliate’s experience and fails to provide the required relationship and impact justification, that will result in a rating of Unacceptable thereby rendering the Offeror ineligible for award, and ineligible for other volume evaluation.

The Offeror shall provide contract or task order references relevant to the requirements described in Section 1.2 in “Attachment 1- CCN Next Gen – Medical IDIQ PWS _02_25_26_v2” of this RFP that demonstrate:

2. Corporate experience in operating a healthcare and/or pharmacy network that meets $200,000,000 in healthcare and/or pharmacy claims paid within a 12-month period; OR

3. Corporate experience in operating a healthcare and/or pharmacy network that includes a minimum of nine (9) U.S. states; OR

4. Corporate experience demonstrating performance of a cross section of services or a particular service providing the implementation, program management, and IT integration capabilities that covers multiple U.S. states. A contract or task order reference may address one or more of the relevancy criteria listed below (3a, 3b, 3c). However, each relevancy criteria below must be addressed at least once across all the references submitted:

b. Performance providing implementation of the related service/services covering multiple states

c. Performance providing overall program management of the related service/services covering multiple states

The Offeror may provide work they performed as a subcontractor, however, the SOW/PWS/Requirements document submitted must be associated with their subcontract, not the prime contract if they were not the prime contractor. If a small business offeror cannot independently demonstrate the required relevant experience, the Government will permit the offeror to submit experience from the first-tier subcontractors for evaluation. The Offeror shall provide no more than three contract or task order examples, as instructed above.
