About this file
This is a Questions and Answers document for federal contract opportunity 36C10G26R0003 0023.
The document addresses a single industry question regarding FedRAMP compliance requirements for Prime Vendors. The question inquires whether Prime Vendors are permitted to utilize FedRAMP authorized subcontractors to satisfy FedRAMP and cloud compliance requirements rather than migrating their own hosted environments to FedRAMP authorized platforms, citing concerns about high costs, reduced functionality, and substantial migration effort associated with moving from commercial Azure environments. The VA's answer confirms that vendors may leverage or integrate with a subcontractor's solution where VA data resides in a FedRAMP High environment, provided that approach is considered appropriate for VA needs. The VA emphasizes that the critical requirement is protecting and managing VA federal data within an environment authorized to store and transmit at the FedRAMP High level, as specified in RFP Section B.11. This clarification permits flexibility in implementation methodology while maintaining mandatory security compliance standards.

Question # Industry Question VA Answer
1 Considering the high cost, reduced functionality, and substantial migration effort associated with moving from commercial Azure environments to FedRAMP authorized cloud services, are Prime Vendors permitted to utilize FedRAMP authorized subcontractors to satisfy applicable FedRAMP and cloud compliance requirements, rather than migrating Prime hosted environments to FedRAMP authorized platforms?
If a vendor opts to leverage or integrate with a subcontractor’s solution, where VA data would reside in a FedRAMP High environment, that would be considered appropriate for VA needs.
The most important factor is that VA federal data is protected and managed within an environment that is authorized to store and transmit at the FedRAMP High level as required in RFP Section B.11.
