About this file
This is Amendment 0002-15 to RFP 36C10G26R0003 issued by the U.S. Department of Veterans Affairs, OPAL Strategic Acquisition Center on December 15, 2025. The amendment revises solicitation and Contract Line Item Number (CLIN) language for the CCN Next Gen Medical – West TOPR 0002 contract opportunity.
The amendment makes three substantive changes. Change 1 modifies Section E.2 evaluation methodology for price, clarifying that no price realism analysis will be conducted and emphasizing the government's evaluation of first-year pricing and total multiyear pricing to ensure fair, reasonable, and best-value pricing. Change 2 revises Section B.3.8 cancellation ceiling language to add a new comparative evaluation provision stating the government will compare the lowest-evaluated offer for the first program year to the lowest-evaluated offer for the total multiyear requirement to determine whether awarding only the first program year or the full multiyear requirement provides best value based on lowest evaluated price. The cancellation ceiling percentages remain unchanged: 12% for the second program year (starting October 1, 2028) and 10% for the third program year (starting October 1, 2029). Change 3 modifies the pricing directions for CLINs X008AA (Administrative Services for Healthcare Services) and X008AB (Administrative Services for PBM) to clarify that offerors' per-member unit prices will be multiplied by average monthly enrolled Veteran population volumes and then multiplied by 12 to derive annual total evaluated prices, with annual TEPs summed to represent total CLIN pricing. All other terms and conditions remain unchanged.

Change 1:
Section E.2 ADDENDUM TO FAR 52.212-2 EVALUATION— COMMERICAL ITEMS, FACTOR 4: Price, Evaluation Methodology are hereby changed as follows:
FROM:
Evaluation Methodology
The Government will evaluate offers to ensure prices are fair and reasonable and to determine the offer that provides the best value to the Government over the entire multi-year period of performance; to include but not limited to the following criteria:
The evaluation will consist of a comparison between the proposed prices for the first year of performance and the total proposed prices for the entire multi-year period.
a) First-Year Pricing:
The Government will evaluate the offeror's proposed pricing for the first year to determine completeness and reasonableness.
b) Multi-Year Pricing:
The Government will also evaluate the pricing proposed for the subsequent years within the multi-year period. This evaluation will consider the entire period of performance to ensure consistency and reasonableness of pricing over time.
c) Evaluation of Overall Cost to the Government:
The overall cost to the Government will be assessed by aggregating the offeror’s prices for the base year and all option years (if any). This approach helps to identify any potential escalations in pricing and assess the total cost impact.
d) Comparative Pricing:
The Government will compare the total evaluated price (TEP) of each offer against that of other offers to determine which offer presents the lowest overall cost best value to the Government while meeting all requirements. This evaluation includes an analysis of option year pricing and proposed price increases.
e) Clarity of Pricing Structure:
Offerors must provide a clear breakdown of pricing for each year to facilitate this evaluation. Any assumptions or conditions that affect pricing should be explicitly stated.
No price realism analysis will be conducted.

Change 2:
Section B.3.8 Cancellation Ceiling is hereby changed as follows:
FROM:
B.3.8 CANCELLATION CEILING
Pricing consists of CLINs in Section B, for a 3-year (multiyear) contract with two (2), (1) one year options that may be exercised at the unilateral discretion of the Government in accordance with 52.217-9, Option to Extend the Term of the Contract. The TO/TOPR has a stated cancellation ceiling for each year of the multi-year contract. Offeror’s may propose variable pricing for the multi-year pricing portion of the schedule below. The
Offeror shall submit supporting documentation should they propose a cancellation ceiling that is greater than those percentages included in Table 1 - Cancellation
Ceilings. Contract(s) shall be awarded with the first program year (PY) of the resulting contract(s) beginning at the time of award. Award(s) will not be made on less than the first program year requirements. If the Government determines before award that only the first program year requirements are needed, the Government’s evaluation of the price or estimated cost and fee shall consider only the first year. Cancellation of this contract can occur if it is determined that the agency will not have the necessary funds to continue this program. If a cancellation were to occur, contractors would be eligible to receive compensation. The compensation would cover only those costs authorized up to the percentages outlined for the cancellation ceiling (below) in accordance with FAR clause 52.217-2 Cancellation Under Multiyear Contracts.
(A) The proposed percentages are the percent of the total cost for each program year to be set aside for the cancellation ceiling and date/period are as follows:
The proposed percentages are the maximum percent of the total cost for each program year to be set aside for the cancellation ceiling and date/period and are as follows:
Table 1 - Cancellation Ceiling PY Max Percent PY start date
Second Program Year 12% October 1, 2028
Third Program Year 10% October 1, 2029
(B) Percentages above reflect nonrecurring cost estimates to the Contractor based on previous costs provided by Contractors for similar medical services in previous years. It is the contractor’s responsibility to furnish, along with their proposal, documentation supporting any changes in the proposed cancellation ceilings provided above. This documentation should be submitted with their proposal under separate cover and may be negotiated at time of award. The cancellation ceiling shall not be used as an evaluation factor.
(C) The cancellation ceiling generally includes only nonrecurring costs which means those costs which are generally incurred on a one-time basis and include such costs as
(Pull this from the last IGCE).
(D) Recurring costs are those production or service-related costs that vary with the quantity being produced or furnished, such as labor and materials. For many items and services, cancellation costs should be minimal in that start-up (nonrecurring) costs are low or the items have a substantial commercial market to carry the start-up burden. In some cases, a zero-dollar cancellation liability is sufficient.
