About this file

This is an Indefinite Delivery Indefinite Quantity (IDIQ) Price Volume Schedule for the Community Care Network (CCN) Next Generation Medical contract with the Department of Veterans Affairs. The pricing schedule requires offerors to propose fully burdened hourly labor rates for ten identified labor categories across a base period and four option periods (spanning years 1-10). The labor categories include Business Analyst, Configuration Manager, Data Integration Engineer, Information Assurance/Security Specialist, Program Manager II, Project Manager II, Quality Assurance Manager, Systems Administrator II, and Technical Writer/Editor, each with specified estimated annual levels of effort ranging from 50 to 300 hours per year.

All proposed pricing must be submitted in the Price Volume_Level of Effort tab with prices rounded to two decimal places, and failure to price both the base period and all option periods will result in rejection. Each labor category requires a minimum Bachelor's degree and 2+ years of experience, with the exception of Program Manager II, which requires a Master's degree. The Government has determined these labor categories are reasonably required to support multistate service delivery, multistate program management, and IT systems integration across the healthcare network. Offerors must provide an explanatory narrative describing the basis for their proposed pricing for each labor category. This pricing schedule directly correlates with the corporate experience evaluation factors related to multistate implementation, multistate program management, and IT integration capabilities.

IDIQ Pricing Instructions

FACTOR 3: PRICE

All proposals must include a Price Volume to be considered for award. The Offeror must propose pricing for the labor categories described in the Price Volume-Level of Effort tab.

The Government anticipates that all future efforts, regardless of size or complexity, would require contractors to demonstrate experience in multi state service delivery, multi state program management, and IT systems integration to support coordinated, scalable performance. Thus, the labor categories identified have been determined by the Government to be reasonably required in the performance of the following areas under Factor 1: Corporate Experience:

1.Performance providing implementation of the related service or services across multiple states.
2.Performance providing overall program management of the related service or services across multiple states.
3.Performance supporting IT integration with the customer or client IT system to operate the related service or services across multiple states.

The proposed price shall be an hourly, fully burdened labor rate. Offerors shall provide pricing for the base period and all option periods. Failure to price the base and all option periods shall cause the offer to be rejected from further consideration. Offerors shall submit their price in a table within the Price Volume _Level of Effort tab and provide an explanatory narrative describing the basis for the proposed price for each labor category.

Price Rounding: The Government requires the Offeror to propose prices that are to two decimal places.

If a proposal is not received from a HUBZone small business concern, the price evaluation will not consider the preference for HUBZone small business concerns (FAR 52.219-4).

Directions for Pricing Labor Categories

The Offeror shall propose hourly, fully burdened labor rates for the following labor categories for each year of the base period and all option periods. See the LCAT Description and Education tab for labor category descriptions and minimum educational and experience requirements.
