Key requirements include maintaining a warehouse within 10-20 miles of the medical center, providing emergency repairs within the same or next day during normal business hours, and offering services within a 75-mile radius with negotiated pricing for travel beyond that distance. The government will evaluate contractor performance through a Quality Assurance Surveillance Plan (QASP) with performance standards set at 95-100% across five main service areas, including quality control program administration, accurate storage and reporting, timely delivery, and professional personnel. Technical questions must be submitted by November 3, 2025 at 3:00 PM Central Daylight Time, and all offers must be submitted via email to the Contract Specialist by November 12, 2025 at 3:00 PM Central Standard Time.

The contract is a firm-fixed-price, Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with a maximum aggregate value of $700,000 over five consecutive one-year ordering periods, from November 14, 2025 through November 13, 2030, with a guaranteed minimum award of $500. The estimated monthly delivery volume is 15-20 deliveries, and a 30-day phase-in period is required for new contractors. Pricing will be structured per mile with potential minimum delivery flat rates, and economic price adjustments will be permitted for fuel and labor costs throughout the contract period. Work will be performed at 2495 Shreveport Hwy, Pineville, Louisiana 71360, and the contractor must comply with Service Contract Act wage determinations and maintain appropriate infection control standards and Joint Commission requirements for veteran safety.
