About this file
This document is a set of Clarification Questions for Solicitation 36C25626R0016, a Durable Medical Equipment (DME/HME) contract with the Alexandria VA Medical Center. The contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with a $700,000 maximum value over a 5-year term, covering medical equipment delivery, pickup, and repair services for veterans. Key requirements include maintaining a warehouse within 10-20 miles of the medical center, providing emergency repairs within the same or next day during normal business hours, and offering services within a 75-mile radius with negotiated pricing for travel beyond that distance.
Pricing will be structured per mile with a potential minimum delivery flat rate, and includes specific line items for equipment setup, repair labor, and repair parts. Contractors must provide original signatures on delivery and safety checklists, develop training materials, and undergo a pre-award facility inspection. The VA will assess performance through an internal Quality Assurance Surveillance Plan (QASP), with financial deductions possible for deficiencies. The estimated monthly DME delivery volume is 15-20 deliveries, and a 30-day phase-in period is required for new contractors. Economic price adjustments will be permitted for fuel and labor costs over the contract period.

Clarification Questions – Solicitation 36C25626R0016
Alexandria VA Durable Medical Equipment (DME/HME) Contract
A. Contract Scope and Structure
1. Please confirm whether the $700,000.00 maximum contract value applies to the entire 5-year IDIQ term or to each ordering period individually.
The entire 5-year term
2. Can the VA provide historical workload data (e.g., average monthly deliveries, pickups, and repairs) to help offerors develop accurate pricing?
That data is not available. Estimates provided with solicitation.
3. The PWS states new clinics may be added during contract performance—how will the VA handle pricing adjustments or equitable modifications if additional CBOCs are added that significantly increase service distance?
Pricing is by mile
4. Will VA issue individual task orders for each Veteran service, or will deliveries and pickups be grouped into batch orders for efficiency?
Individual task orders should be grouped together, when possible, by vendor.
5. Can offerors submit pricing using an Excel format to clearly present CLIN calculations and support transparent cost analysis?
Yes
B. Service Area, Response, and Coverage
6. Please clarify whether the three-business-day requirement for delivery/pickup begins upon receipt of the purchase order or authorization from the COR/Prosthetics Representative.
Purchase Order
7. For emergency repairs, what is the expected response time window (e.g., within 4 hours, same day, or next day)?
Same day or next day
8. Is the contractor required to maintain 24/7 on-call availability for emergency repairs, or only during normal business hours with after-hours coverage by exception?
Normal business hours
9. For counties outside the 75-mile radius, will pricing for additional mileage or travel be pre-established in the contract or negotiated per occurrence?
For travel beyond 75 miles of all the catchment areas, prices will be negotiated.
10. Can the VA clarify whether multiple deliveries or pickups completed during the same route may each be billed under CLIN 0001, or if the charge should be prorated across Veterans served?
Milage should be split between veterans served under CLIN 0001. Delivery fee is per veteran.
C. Facility and Warehouse Requirements
11. The PWS requires the contractor to maintain a warehouse within 10–20 miles of the
Alexandria VA Medical Center. Is this a strict requirement for eligibility, or a preference that will be evaluated under technical merit?
Requirement
12. Will the VA conduct a pre-award site inspection of the contractor’s facility to verify compliance with Joint Commission and NFPA standards, or post-award verification?
Pre-award verification
13. May contractors co-locate VA inventory within a larger commercial DME facility if VA equipment is segregated and secured according to VA standards?
14. What inventory tracking format or software does the VA prefer (e.g., Excel, CSV, or specific
VA system interface)?
No preference
15. Are contractors required to submit monthly inventory reports in a standardized VA form, or may they use their own report format as long as it contains all required data fields?
Own report format
D. CLIN and Pricing Clarifications
16. CLIN 0001 refers to a “Mileage Rate for Delivery/Pickup.” Please confirm whether pricing should be based on a per-mile rate or a flat rate per completed trip.
Per mile but a minimum delivery flat rate may be proposed.
17. CLIN 0003 (“Complex Power Chair Setup”) specifies setup and one follow-up visit—should the follow-up visit always be included in the price, or only when clinically requested by the
VA?
Included in original price
18. For CLIN 0004 (“Repair Labor”), is the unit of measure intended to be per 15-minute increment, and should travel/setup time be included in the billable period?
Travel should be included in the milage. Repair/labor starts when entering the home for repair/labor
19. For CLIN 0005 (“Repair Parts”), should pricing reflect actual manufacturer invoice cost or may contractors propose a standard markup percentage?
Actual manufacturer costs. Parts should be ordered by the VA and delivered to vendor whenever possible
20. Will the VA permit economic price adjustments (EPA) for fuel or labor costs over the 5-year performance period given current volatility?
Yes, clauses 52.216-4 and 852.216-75 will be added to the solicitation.
E. Operations, Documentation, and Training
21. Are electronic signatures acceptable on Exhibits A (Delivery Checklist) and C (Safety
Checklist), or must the contractor collect original wet signatures from Veterans and caregivers?
Original signatures are preferred.
22. Can the VA confirm whether training and education materials for Veterans (manuals, pamphlets, videos) will be provided by the VA or must be developed by the contractor?
Developed by the contractor/provided by manufacturer
23. For re-education visits or safety re-certifications, should these be billed under CLIN 0003 or treated as separate line items (e.g., under repair labor)?
This would be billed under CLIN 001 for travel and CLIN 003 for labor depending on the circumstances.
F. Quality Assurance and Performance
24. The QASP specifies that deficiencies must be corrected within three business days. Will the
VA assess financial deductions or penalties for performance falling below the Acceptable Quality Levels (AQLs)?
25. Will the VA utilize CPARS (Contractor Performance Assessment Reporting System) for formal contractor evaluations, or will performance be measured solely under the internal QASP monitoring process?
Internal QASP
26. CLIN # 0001 – The quantity of 18,000 with unit of “each”, is this the total number of miles and the price should be per mile, please let us know if this understanding is correct. If its per miles, then pick up and drop charges should be included in this rate or is that a separate item, though I do not see it in the price schedule. I appreciate your feedback and clarification.
This is correct
27. CLIN # 0004 – the quantity of 160 with unit of “each” is this number of 160 hours or is this the number of 15 minutes total interval which comes out to be 40 hours. Please confirm if our understanding is correct?
160 hours
28. Can the documentation related to resources, insurance, etc be submitted post award?
No, must be submitted Pre-award
29. Would there be a 45-90 day transition period upon winning the contract by a new vendor?

Contractor agrees to a 30-day phase-in period for the transferring of supplies and services to the
Veterans.
