About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking contractors to provide teardown, test, evaluation, and repair services for critical mechanical transmission and pump assemblies used in military munitions handling equipment. The procurement covers four specific assemblies including mechanical transmission assembly NSN 2520-00-010-3114 (L18 Series Sundstrand/Danfoss), pump assemblies NSN 4320-01-216-9809VX (L15 Series Sundstrand/Danfoss), NSN 4320-01-174-0506VX (L20 Series Sundstrand/Danfoss), and NSN 4320-01-355-4464 (Eaton), which are essential for the safe operation of MHU-83 Series Munition Handling/Loading Lift Trucks and MHU-196/204M Munitions Handling Lift Trailers. Contractors must maintain AS9100 quality management system compliance and achieve stringent performance standards including a 95% first-time pass rate on repaired assets with no more than one inspection failure per quarter and no more than one Product Quality Deficiency Report per contract year. The solicitation requires quotes to be submitted by July 2, 2025, with the period of performance spanning five years consisting of one base year plus four option years.

This opportunity is designated as a total small business set-aside under NAICS code 811310 with a size standard of $12.50 million. The incumbent contractor Sandra L Collier (CAGE: 67V88) has held five consecutive contracts since 2021-2024 for similar work, with previous contractors including Motion Industries Inc. and Textron Systems Corporation for various components. The contract is expected to have a total value under $1 million as CPARS reporting is not required, with annual repair quantities including 26 mechanical transmission units, 6 pump assemblies of two different types, and 2 hydraulic pump assemblies. Work will be performed at the contractor's facility with delivery required within 45 calendar days after completion of teardown, test, and evaluation phases, and all repaired items must be shipped to DLA Distribution Warner Robins in Georgia. The contract structure includes multiple ordering periods with consistent quantities across each period, and contractors must implement comprehensive Supply Chain Risk Management plans while maintaining detailed production reporting through CAV-AF systems.
