About this opportunity
The Department of the Army, through Army Contracting Command, is soliciting proposals for Public Address/Visual Information and Television Broadcast System (PAVIS) Maintenance and Installation Services at Tobyhanna Army Depot in Pennsylvania. The contract, identified as Solicitation W51AA126QA024, requires contractors to provide on-call maintenance, repair, troubleshooting, and installation services for a facility-wide PAVIS system spanning 70 buildings with 96 zones. Key requirements include responding to service requests within 24 hours and completing emergency calls within four working hours, maintaining compliance with security protocols and obtaining required access clearances, and adhering to Service Contract Act wage determinations with prevailing wage rates. Award will be made using a best-value trade-off evaluation process considering technical merit, past performance, and price, with contractors required to submit a completed Standard Form 1449, detailed proposal, three past performance references, fully burdened labor rates, and equipment pricing. The proposal deadline is February 5, 2026, at 12:00 PM EST, with questions due by January 8, 2026, at 8:00 PM EST, and all submissions must be emailed to the Purchasing Agent, Alicia Piercy, at alicia.a.piercy.civ@army.mil.
This solicitation uses no set-aside designation, though the original posting indicated a Women-Owned Small Business set-aside that was subsequently amended. The contract has been structured as a Time and Materials (T&M) vehicle rather than firm fixed price, with labor rates on an hourly basis and materials reimbursed at cost. The incumbent contractor will transition out, but there is overlap time for continuity planning; however, the incumbent will not provide transition support. The contract period runs from February 27, 2026, through February 26, 2029, consisting of a one-year base year plus two one-year option years, with an estimated 416 hours per year for evaluation purposes only. Performance will take place at Tobyhanna Army Depot in Tobyhanna, Pennsylvania, with contractors required to maintain active System for Award Management (SAM) registration, obtain required insurance including $500,000 general liability coverage, and comply with extensive security and background check requirements for on-site personnel access.
