About this opportunity
The USDA Forest Service is seeking a professional contractor to provide water system operation and maintenance services for eleven water systems located within the Pike and San Isabel National Forests, Cimarron and Comanche National Grasslands (PSICC). The contractor must serve as the Operator in Responsible Charge (ORC) and possess a minimum level "B" water treatment license and level "1" distribution license valid in Colorado. The solicitation requires the selected contractor to operate non-community and transient non-community public and administrative water systems in strict compliance with Colorado drinking water regulations, ensuring safe water provision for Forest Service employees, volunteers, and the public. The government will evaluate offers using a tradeoff process that considers past performance, technical capability, and price. Proposals for solicitation number 1282B125R0004 are due by December 10, 2024, with offers evaluated based on the contractor's experience, key personnel qualifications, and technical approach to water system management.
The contract opportunity is set aside exclusively for small businesses under NAICS code 221310, with a $41.0M size standard. The contract structure includes one base year from January to December 2025 and four potential one-year option periods extending through December 2029. All water system operations will be performed in Colorado, specifically at locations including Monument Water System, Lake George Work Center, Lake Isabel Work Center, and eight additional sites across the state. While no incumbent contractor is specifically named, the solicitation indicates the Forest Service requires continuous water system management to meet state regulatory requirements. The monthly operational costs will vary by location, with pricing dependent on the specific water system's complexity and maintenance needs. Potential contractors will be required to provide comprehensive services including water quality testing, maintenance logging, emergency response, and periodic water hauling as needed.
