About this file
This document is Amendment 0001 to Solicitation 1282B125R0004 for PSICC Certified Water Operator services. The purpose of this amendment is to provide answers to questions and an updated Statement of Work (SOW). The SOW details the requirement for the contractor to serve as the Operator in Responsible Charge (ORC) for eleven water systems owned by the USDA Forest Service's Pike and San Isabel National Forests, Cimarron and Comanche National Grasslands. The contractor must have a minimum of a "B" water treatment license and "1" distribution license valid in Colorado. The contract consists of a one-year base period from January-December 2025 with four one-year option periods. The amendment clarifies that Forest Service personnel do not currently analyze the chlorine residual at the water system entry points during weeks the ORC is not onsite, and that the ORC must visit each system at least every 15 calendar days, with weekly chlorine residual measurements for chlorinated systems.

Question 1: The SOW states twice per month facility inspections unless otherwise noted. The public water systems that have a PWSID # are required, at a minimum, once per week chlorine residual analysis at the entry point. Are Forrest Service personnel currently analyzing the entry point free chlorine residual during the weeks the ORC is not onsite?
Answer 1: No, Forest Service personnel are not currently analyzing the entry point free chlorine residual during the weeks the ORC is not onsite. At a minimum the ORC should visit each system (chlorinated and unchlorinated) once every 15 calendar days. Additionally, for chlorinated systems, the chlorine residual must be measured by the ORC weekly per 5 CCR 1002-11.
