STATEMENT OF WORK
PSICC CERTIFIED WATER OPERATOR
FOR NON‐COMMUNITY WATER SYSTEMS
Rev. 11/19/2024
These specifications are for professional water system operation and maintenance of eleven water systems owned by the USDA Forest Service, Pike and San Isabel National Forests, Cimarron and Comanche National Grasslands hereinafter called “PSICC.” The term “contractor” hereinafter shall refer to the person, partnership, corporation, or agency that will perform the work.
1. BACKGROUND
The PSICC is responsible for the safe and legal operation of various water systems across the Forest.
All water systems operated by the PSICC are Non‐Community water systems of varying size and complexity that must be operated in accordance with Colorado Primary Drinking Water Regulations 5 CCR (Colorado Code of Regulations) 1002‐11, CDPHE (Colorado Department of Public Health and Environment) Regulation No. 100, CDPHE (Colorado Department of Public Health and Environment) Regulation No. 31, CDPHE (Colorado Department of Public Health and Environment) Regulation No.
21 and any other governing drinking water regulations.
Drinking water is provided at these sites to Forest Service employees, volunteers, and the general public. The Forest Service is required to have a state certified water operator for all public water systems in the state of Colorado. Operation of the NC‐TNC (Non‐Community, Transient Non‐ Community) and TNC (Transient Non‐Community) public and administrative water systems are included in this contract.
2. SCOPE OF WORK
a. Summary
Contractor shall be the Operator in Responsible Charge (ORC) for all water systems within this contract. The Operator in Responsible Charge shall have a minimum level “B” water treatment license and level “1” distribution license valid for the duration of the contract in the state of Colorado. Contractor and/or their employees shall perform the duties of Water Treatment Plant Operator for the water treatment systems.
Contractor shall check each water plant as needed for proper operation twice every calendar month (once each 15‐day period) unless noted otherwise.
Contractor shall be responsible for the overall operations of the water systems listed within this contract. Contractor shall attempt to, within the water systems ability to do so, ensure that water supplied by the PSICC meets all local, state, and federal water quality requirements. Contractor shall monitor the water treatment facilities to insure proper operation.
Contractor shall monitor, and within Contractor’s abilities, within state and local laws, maintain and be involved in the collection and treatment of water within the systems.
Contractor shall report directly to the PSICC providing monthly operations status reports and technical advice / proposals on system maintenance or upgrades. Contractor shall provide clear, accurate, and thorough documentation of all system testing, observations, and maintenance to the systems. Limited Access is defined as being behind locked gates and a key is required to open the gates which can be obtained from the respective Ranger Districts.

b. Submittals required for each water system:
1. Chain of Custody (COC) for every sample submitted to a laboratory for analysis. COC shall be signed by the sampler and the receiving laboratory and forwarded to the COR within 7 days of the sample submitted to the laboratory.
2. Monthly Maintenance Logs – The maintenance logs shall record the date, time, description of activity, action items for PSICC Engineering and amount of material used (i.e. filters, sodium hypochlorite). Please use attached form for submittal.
3. For Public Systems – Monthly Monitoring Schedule updates from CDPHE.
4. Monitoring Plan – once every contracted year in the first month of the contract.
5. Chemical Safety Plan – once every year in the first month of the contract.
6. SDS (Safety Data Sheets) – Sheets for all chemical materials used in the treatment process.
7. Cartridge Filter Specifications – every order of materials.
8. Filter inventory updated monthly.
9. Laboratory Analysis shall be e‐mailed to the COR (Contracting Officer’s
Representative) by the analysis laboratory within 7 days of the completed analysis.
10. Any documentation received by CDPHE shall be e‐mailed or hard copied within 7 days of receipt and sent to the COR.
11. CDPHE required Public Notifications which includes the required operator certification.
12. Delivery tickets of hauled water.
13. Additional testing as defined in Section 2.e.
14. Submit all current qualifications and certifications for ORC.
c. General Information:
Contractor shall not be required to pay for any utilities or taxes in connection with the ownership, operation, or use of the water systems. Contractor shall not be required to perform any capital improvement construction in connection with the system.
The PSICC nor its officers, directors, employees, or agents shall not operate the treatment plants or systems nor make any adjustments thereto without the prior knowledge of the Contractor. Neither shall they operate or adjust the wells, well water collection system, the water treatment plants, or any portions of the water distribution system except in the case of an emergency. Any work performed by anyone other than the Contractor with respect to said water systems shall be immediately reported to the Contractor in detail even if done on an emergency basis.
Contractor shall give the Forest Service advice as to any requirements to bring the treatment systems into compliance or keep them in compliance with applicable state and federal statutes and regulations pertaining to the water treatment plants or water distribution systems. So far as is capable within the limitations of the systems, Contractor will attempt to keep the systems adjusted in compliance with state and federal statutes and regulations and properly operating.
d. Government Furnished Materials:
1. The Forest Service will furnish CDPHE approved chemical metering pump that is suitable for all treatment systems within 60 days of NTP (Notice to Proceed).

e. Additional Testing:
1. Langelier Index Tests:
a. Contractor shall conduct an additional Langelier Index test once every six months per calendar year for each chlorinated system. The first six months is defined from January 1st to June 30th and the second six months is defined as July 1st to December 31st. This test shall be preformed within the first 15 calendar days of the six‐month segment.
2. Lead & Copper:
a. Unless specifically noted elsewhere, test treated water at each system for lead and copper annually.
3. Monument Water System No. 1:
a. Contractor shall test the source water at the raw water sample tap and post KDF filter housing prior to the QCR filter housing once per calendar month within the first 10 calendar days of the month for lead and copper.
4. Additional Water Quality Testing
a. When directed by the contracting officer, Contractor shall conduct additional water quality testing, on an as needed basis (refer to optional bid item descriptions) for the following:
i. Total Coliform P/A
ii. Nitrate
iii. Nitrite
iv. Lead and Copper
v. Langelier Index
vi. MPA Micro Particulate Analysis
vii. PFAS testing
f. Water Treatment/Operator Responsibilities:
1. Contractor shall maintain disinfection systems and chlorine residual throughout the distribution system per 5 CCR 1002‐11. Free chlorine residuals shall be recorded throughout systems with chlorine disinfection once per calendar week but may be collected more frequently at the discretion of the certified operator.
2. Contractor shall complete all operational monitoring as required by governing regulations.
3. Contractor shall collect routine TCR (Total Coliform Rule) Samples as per 5 CCR 1002‐11 and deliver the samples to a state approved laboratory.
4. Contractor shall collect all special purpose and repeat TCR samples as required by CDPHE 5 CCR 1002‐11 and deliver the samples to a state approved laboratory.
5. MCL Nitrate/nitrite testing annually.
6. Contractor shall insure the PSICC has an electronic copy of all test result reports.
7. Contractor shall check water systems twice per calendar month (once per 15‐day performance period) for proper operation and water quality.
8. Contractor shall provide documentation of all maintenance and operational work completed including date, time, and technician completing the work and submit on form provided.
9. Water quality testing supplies shall be provided by the Contractor.
10. Contractor shall be responsible for opening and closing seasonal water systems including winterization and draining systems.

11. Contractor shall be required to notify the appropriate state regulatory agency of seasonal opening and closing dates, certified operators, changes to the state inventory form, and respond to notices of violation.
12. Contractor shall use NSF 60, 10% sodium hypochlorite for chemical disinfection.
Select and mix to the required dilution in accordance with CDPHE regulations.
13. Contractor shall provide 24‐hour emergency response for all water systems within this contract per 5 CCR 1002‐11. The Contractor shall respond to any emergency response within 1 calendar day of the notice. The Contractor shall use the existing EPA template and submit by the end of the first quarter of the calendar year.
14. The Contractor shall inform the PSICC of any necessary public notifications.
15. The Contractor shall inform the COR and the PSICC of any violations from the state within 45 calendar days of the violation.
g. Water Hauling:
1. The Contractor shall notify the COR when hauling water is required to maintain the supply of water within the distribution system at any facility listed within this contract. Hauling of water shall be from a CDPHE approved supplier. The Contractor shall follow the guidelines for water hauling as defined in 5 CCR 1002‐11 Section 41.
If there is not enough water stored for at least 48 hours use, then the contractor shall supply additional potable water to be delivered to the site and ensure the water supplier can deliver the water to the system.
The Contractor shall determine whether they need to remain on site for this delivery based on conditions of the site and the water system. Once the diagnostic report has been received, the government will review it and determine the best method for resolution.
h. Storage Tank Inspections
1. As required by CDPHE, all water storage tanks need inspection every five years.
This applies to the storage tanks at Monument Fire Center (due calendar year 2025), Lake George Work Center (due calendar year 2027), and Indian Creek Work Center (due calendar year 2025). Contractor shall provide, or subcontract, the necessary inspection work and provide completed inspection documentation to CDPHE and the Contracting Officer.
i. Replacement Filter Cartridges:
1. The contractor shall maintain an up‐to‐date inventory of replacement filter cartridges and notify the Contracting Officer when additional cartridges are needed.
When directed by the Contracting Officer, the Contractor shall purchase replacement filter cartridges for the water systems listed within the contract (refer to optional item descriptions). Excess cartridge filters shall be stored in the water treatment building for each facility, or alternative locations on the PSICC as approved by the Contracting Officer.

3. MEASUREMENT AND PAYMENT
Measurement and payment for contract work shall be made only for and under pay items included in the Schedule of Items. All other work and materials shall be considered incidental or as included in the payment for items shown. Laboratory testing fees shall be included as part of the monthly fee. No additional work will be performed by the Contractor unless authorized by the PSICC prior to the
Contractor beginning work. Base year schedule of items number 00XX, option year 1 schedule of item numbers 10XX, option year 2 schedule of item numbers 20XX, option year 3 schedule of item numbers 30XX and option year 4 schedule of item numbers 40XX.

014 Water Hauling – Payment shall be issued as follows:
014A‐Troubleshooting Mobilization Contract Line Item Description (Unit = Mile)
i. This line item covers mobilization to the site from the contractor’s home office location, using reasonably efficient routes.
ii. If the contractor is required to respond to a water system in accordance with the state regulations in conjunction with a request for Troubleshooting, then no additional Troubleshooting Mobilization shall be charged for the site visit as it is concurrent with overall contract requirement to be on site that day
iii. Quantities in contract shall not be exceeded without a modification being executed to increase the quantities prior to the work being performed. Do not exceed line‐item quantities.
014B‐ Troubleshooting Labor Contract Line‐Item Description (Unit = Hour)
i. This line item covers time spent on water system operations as part of the requirements of a state certified water operator shall not be charged/account for Troubleshooting Labor. Contractor shall deduct his time spent on water system operations from his total time spent on the project that date to achieve his hours spent on Troubleshooting. Drive time may be counted as
Troubleshooting Labor if no water system operations work was planned for that day and site visit was exclusively for Troubleshooting.
ii. Quantities in contract shall not be exceeded without a modification being executed to increase the quantities prior to the work being performed. Do not exceed line‐item quantities.
iii. Supporting Documentation: Contractor is required to track time spent on troubleshooting labor on the diagnostic report for each troubleshooting site visit completed.
014C‐Supply Potable Water Contract Line‐Item Description (Unit = Load)
i. This line item covers all work associated with ordering, supplying, and transporting potable water to water system if the contractor is not able to resolve the issue and there is not enough water stored in the system for at least
48 hours use, per load deliver to the site.
ii. A load is 3,000 gallons +/‐. Contractor shall provide a haul ticket or invoice with pay requests for hauled water.
015 Water Tank Inspection
i. 015A – Payment shall be issued as followed: Upon completion of each water tank inspection once inspection documentation has been submitted to the Forest Service and CDPHE.
4. RELATIONSHIP OF PARTIES
The PSICC is interested only in the results to be achieved. The Contractor shall be responsible for the conduct and control of the work. The Contractor is not to be considered an agent or employee of the PSICC for any purpose and is not entitled to any of the benefits that the PSICC provides for its employees. It is further understood that the Contractor is free to contract for other services to be preformed for other water or wastewater systems while the Contractor is under contract with the PSICC. The Contractor agrees to perform all services in a professional

5. FOREST SERVICE’S RIGHT OF SUPERVISION AND INSPECTION
While the Contractor is an independent contractor with authority to direct and control the details of the work, the work performed under this contract must be in accordance with the terms of the contract. The PSICC shall have the general right of inspection to secure the satisfactory completion of this contract.
