About this opportunity

The Army Contracting Command, Regional Contracting Office–Hawaii seeks to procure Protestant Religious Education Coordinator services for U.S. Army Garrison–Hawaii via firm-fixed-price contract, with proposals due September 15, 2026, and the most recent deadline extension issued September 11, 2026. This is a 100% small business set-aside (NAICS 813110, Religious Organizations). The current solicitation version is Amendment 0005 to W912CN26QA021, which extended the due date from September 4 to September 15.

Place of performance is Schofield Barracks, Hawaii, with services delivered at two locations: RSO North (Main Post Chapel) and RSO South (Aliamanu Military Reservation), plus alternate chapel facilities. The contract requires two coordinators—one assigned to each primary location—to execute Protestant religious education programs including weekly curriculum, seasonal events (Advent, Christmas, Lent, Easter, Vacation Bible School), facility coordination, and community support activities across five chapel locations.

Minimum qualifications require a bachelor's degree in Christian Religious Education or a related ministry field; one to three years of documented work experience within the past five years as a religious education coordinator, Christian school teacher, youth minister, or equivalent role in a military chapel environment; and successful completion of a Tier 1 background check with State Criminal History Repository before performance begins. All personnel must complete Anti-Terrorism Level I (within 45 days), OPSEC, iWATCH, Cyber Awareness, PII protection, and child protection training prior to or immediately upon award. The combined estimated workload is 1,484 hours annually across both coordinators, with all administrative duties, training, travel, and contingency coverage included in the firm-fixed-price quotation without additional reimbursement.

The contract comprises a base period from September 1, 2026 through August 31, 2027, four one-year option periods extending through August 31, 2031, and a six-month extension option evaluated at 50 percent of Option Year 4 pricing. Applicable wage rates are governed by Service Contract Act Wage Determination 2015-5689 (Revision 29, effective August 12, 2026), with the labor classification 24620 – Family Readiness and Support Services Coordinator. Contractors must procure and maintain workers' compensation insurance with a minimum $100,000 employer liability limit, comprehensive general liability of $500,000 per occurrence, and comprehensive automobile liability of $200,000 per person/$500,000 per occurrence. Professional liability and sexual abuse/molestation liability of $1,000,000 per claim/$1,000,000 per occurrence (/$2,000,000 aggregate) are recommended.

Award will be made using a Lowest Price Technically Acceptable (LPTA) evaluation methodology to a responsible quoter whose quotation receives an "Acceptable" rating on both Technical and Past Performance factors. Technical evaluation comprises three subfactors: staffing plan and organization chart, coordinator qualifications, and technical understanding of Performance Work Statement requirements. Past Performance evaluation assesses the recency, relevancy, and quality of similar coordination services performed within the prior five years. Quotations must be submitted in four separate volumes: Volume I (General, with signed SF 1449 and representations/certifications); Volume II (Technical Capability, limited to 5 pages, excluding qualification documents); Volume III (Past Performance references from the past five years); and Volume IV (Pricing for base and all option periods, limited to 3 pages). Questions must be submitted by July 16, 2026 at 10:00 AM Hawaii Standard Time to Roger Leake at roger.v.leake.civ@army.mil. Quotations remain valid for a minimum of 90 days from the solicitation closing date. Contracting Officer is Robert Frank. The solicitation documents include the Performance Work Statement (updated September 11, 2026) and RFI responses (updated September 11, 2026).
