RFQ Questions
| Question # | Question | Section of RFQ | Government Response |
| 1 | The solicitation's cover document (SF 1449) is titled "Women-Owned Small Business (WOSB) Solicitation/Contract/Order for Commercial Products and Commercial Services," but Block 10 identifies the set-aside as 100% Small Business only, with the WOSB and EDWOSB boxes unchecked. Please confirm whether this solicitation is set aside exclusively for Small Business concerns, or whether WOSB/EDWOSB status is also a requirement for eligibility. | SF 1449, Blocks 10 and cover page title | This is for all small business concerns. |
| 2 | Volume II - Technical Capability is limited to 5 pages. Please confirm whether the Staffing Plan/Organization Chart (TAB A) and the Coordinator Qualifications documentation (TAB B, including diploma/transcript and work experience references) count toward this 5-page limit, or whether only the Technical Understanding narrative (TAB C, capped separately at 3 pages) is counted. | Addendum to 52.212-1, Section 2.b, Volume II | 5 pages |
| 3 | TAB C of Volume II states that offerors may submit pictures, brochures, service literature, or product samples to facilitate evaluation. Please confirm whether inclusion of these supplemental materials is required for a compliant quote, or whether they are optional, and whether they count toward the 3-page or 5-page limits referenced above. | Addendum to 52.212-1, Section 2.b, Volume II, TAB C | 5 pages |
| 4 | Volume II appears to list two separate items both labeled "TAB C" - one for Coordinator Work Experience References and one for Technical Understanding of Requirements. Please clarify the correct tab lettering/order for Volume II so offerors can organize their quotes as intended. | Addendum to 52.212-1, Section 2.b, Volume II | TAB C - Coordinator Work Experience References. TAB D - Technical Understanding of Requirements. Updated |
| 5 | Section L (Volume II, TAB B) requires an official diploma or transcript showing a degree in Christian Religious Education or a related ministry field, while PWS Section 1.9 describes the Key Personnel requirement more broadly as "formal training and an understanding of protestant Christian education concepts and theories." Please confirm whether a completed degree is a strict, non-negotiable requirement, or whether other forms of formal training/certification may satisfy the qualification standard. | Addendum to 52.212-1, Section 2.b, Volume II, TAB B; PWS Part 1.9 | The Protestant Administrative Religious Education Coordinator must have formal training and an understanding of protestant Christian education concepts and theories. Experience in military religious support programs is preferred but not required. |
| 6 | The solicitation lists differing points of contact for Contracting Officer functions: Roger Leake is identified for solicitation information and as a quote-submission recipient, Robert Frank is listed as Contracting Officer for quote submission, and Nicholas Zehr is identified as Contracting Officer under the WAWF payment instructions. Please confirm the correct Contracting Officer of record and the complete, correct list of email addresses to which quotes must be submitted. | Addendum to 52.212-1, Section 1; Clause 252.232-7006(g) | Robert Frank is the Contracting Officer for quote submission. Use this POC. |
| 7 | Factor II - Past Performance defines "Recency" as work performed within the past five years, and the "Relevancy" element appears to repeat the identical recency definition rather than describing what makes a reference relevant in scope or content. Please clarify the criteria the Government will use to determine relevancy of past performance references. | Addendum to 52.212-2, Factor II - Past Performance | Updated in amendment: |
Relevance: "A project is considered relevant if it was for religious education coordination services similar in scope, magnitude, and complexity to the requirements in this PWS. This includes demonstrating experience with key administrative duties, program coordination, and stakeholder communication for religious education activities within a military chapel environment."
| 8 | Clause 52.222-42 (Statement of Equivalent Rates for Federal Hires) lists only one labor category, "24620 - Family Readiness and Support Services Coordinator," as applicable to this requirement. Please confirm this is the correct and sole labor category/wage classification for pricing the Protestant Administrative Religious Education Coordinator position described in the PWS. | Clause 52.222-42; Wage Determination 2015-5689, Rev. 28 | 24620 - Family Readiness and Support Services Coordinator. This is the correct and sole category identified from all listed occupations in the Wage Determination. |
| 9 | If a required past performance reference does not have CPARS records available, and the designated point of contact for a Past Performance Questionnaire (PPQ) is no longer with the agency, please advise on an acceptable alternative method for submitting or documenting that reference for evaluation purposes. | Addendum to 52.212-2, Factor II - Past Performance | If the original point of contact for a past performance reference is unavailable, we recommend providing an alternate POC from the same agency, such as the Contracting Officer (KO), Contract Specialist (KS), or a representative from the Requiring Activity (RA). If the reference is for a federal contract, please ensure you provide the complete contract number. This will allow us to search for the contract to independently review it for recency and relevancy and to verify whether there were any terminations. As stated in the evaluation criteria, if no verifiable past performance information can be obtained through any of these methods, the offeror’s past performance will receive a neutral finding. A neutral rating is considered "Acceptable" for the purpose of this evaluation. |
| 10 | Please confirm whether the requirement is for two separate Protestant Religious Education Coordinators, with one assigned to RSO North (MPC) and one assigned to RSO South (AMR), and whether concurrent on-site coverage is required. The PWS and CLIN descriptions otherwise refer to a single coordinator. | Solicitation pp. 49-50, Factor I, Subfactor 1.1(d); PWS §§1.3 and 1.9 (pp. 1, 5-6) | Due to geographic locations, two separate protestant religious education coordiantors are required for this contract. |
| 11 | Is the 1,484-hour estimated annual workload the total aggregate requirement across both coordinators and both sites, or 1,484 hours per coordinator? Please provide the anticipated allocation of these hours between MPC and AMR. | PWS Attachment 1, Estimated Hourly Workload Per Year (p. 22); Solicitation p. 50 | 1,484 hours for the entire contract. | 12 | Please confirm whether the 1,484-hour estimate includes QCP development, post-award/progress meetings, required training and annual refreshers, phase-in/phase-out, management/administration, travel between sites, and backup coverage. Also confirm whether 1,484 hours is an estimate only, a minimum, or a ceiling for the annual FFP requirement. | PWS §§1.5.1, 1.7, 1.13, and 1.14 (pp. 2, 5, 7-8); Attachment 1 (p. 22) | Based on standard FAR and Firm Fixed Price requirements the hourly estimate is all inclusive of the scope of work as outlined in the Performance work statement (PWS) . All administrative requirements must be absorbed QCP, Post award, required training, travel, backup coverage. No extra benefits are awarded beyond the documented CLINs. The requiring agency expects best value for the government to complete CLINS. |
| 13 | Please provide the anticipated number or historical distribution of hours to be performed during evenings, weekends, Sundays, and Federal holidays, and identify which events require simultaneous coverage at MPC and AMR. | PWS §1.5.4 (p. 3), Part 4 (pp. 14-15), and Attachment 1 (p. 22) | 4.1 Meeting participation - weekly are separate, one monthly COR meeting is together. 4.2 monthly calendar provided at COR meeting 4.3 execution of protestant religious education program simultaneous on sundays, evenings and holdiays as scheduled. 4.4 Preperation of program materials - simultaneous 4.5 Vacation Bible school and Community readiness expo simultaneous and together as needed for coordination. 4.6 community event coordination - simultaneous 4.7 preparation of deployment resources simultaneous 4.8 Background check rodeo - one contractor per event, as assigned at each chapel |

"Job" is traditionally used for service contracts and allows for multiple billings up to the total value of the CLIN and not to exceed. The CLIN price should be the annual total at a Firm Fixed Price. |
| 19 | The solicitation states that the six-month FAR 52.217-8 extension will be evaluated at 50% of Option Year 4. Should offerors include a separate informational/evaluated line for this amount in Volume IV, or will the Government calculate it solely for evaluation and exclude it from the quoted CLIN total? | Solicitation FAR 52.217-8 (p. 37) and Factor III - Price (p. 53) | No. Offerors shall only provide pricing for the line items 0001 thru 4001 in the schedule of the SF1449. |
