About this file
This is a continuation page of solicitation responses to a Request for Information (RFI) for Protestant Religious Education Coordinator services under Solicitation W912CN26QA021, issued by the Army Contracting Command, 413th Contract Support Brigade, Regional Contracting Office-Hawaii.
The document addresses insurance requirements and staffing clarifications for the requirement. Contractors must procure and maintain workers' compensation and employer's liability insurance with a minimum $100,000 employer liability limit, comprehensive general liability of $500,000 per occurrence, and comprehensive automobile liability of $200,000 per person/$500,000 per occurrence for bodily injury plus $20,000 per occurrence for property damage. Professional liability (errors and omissions) of $1,000,000 per claim and sexual abuse and molestation liability of $1,000,000 per occurrence/$2,000,000 aggregate are recommended. Certificates of insurance must be provided to the Contracting Officer prior to work commencement and include the contract number, with cancellation provisions requiring 30 days' written notice. Regarding staffing, the RFI clarified that despite the Performance Work Statement requiring "two (2) full-time coordinators," Attachment 1 indicates an estimated 1,484 combined hours annually (approximately 14 hours per week per coordinator), and the Government confirmed the contract requires two personnel working approximately 14 hours per week, instructing removal of the "full-time" designation. The RFI also confirmed NAICS code 813110 (Religious Organizations, $13M size standard) as the intended classification and identified this as a new requirement with no incumbent contractor information available.

Answer - Contractor Certificate of Insurance (see clause FAR 52.228-5)
(a) Insurance -- Work on a Government Installation. In solicitations and contracts if a fixed-price contract is contemplated, the contract amount is expected to exceed the simplified acquisition threshold, and the contract will require work on a Government installation, unless –
(1) Only a small amount of work is required on the Government installation (e.g., a few brief visits per month); or
(2) All work on the Government installation is to be performed outside the United States and its outlying areas.
The Contractor shall procure and maintain during the entire period of performance under this contract the following minimum insurance:
· Workers' Compensation and Employer's Liability Insurance: As prescribed or required by law, with a minimum employer liability limit of $100,000 for accidental bodily injury or death, or for occupational disease.
· Comprehensive General Liability: $500,000 per occurrence for bodily injury.
· Comprehensive Automobile Liability: $200,000 per person and $500,000 per occurrence for bodily injury, and $20,000 per occurrence for property damage.
Recommended insurance includes
· Professional Liability (Errors and Omissions): Minimum of $1,000,000 per claim.
· Sexual Abuse and Molestation (SAM) Liability: Minimum of $1,000,000 per occurrence and $2,000,000 aggregate (this can be provided as a standalone policy or a dedicated endorsement to the General Liability policy).
(b) Prior to the commencement of work, the Contractor shall furnish to the Contracting Officer a certificate or written statement of the above required insurance. The policies evidencing required insurance shall contain an endorsement to the effect that cancellation or any material change in the policies adversely affecting the interests of the Government in such insurance shall not be effective for such period as may be prescribed by the laws of the State in which this contract is to be performed and in no event less than thirty (30) days after written notice thereof to the Contracting Officer.
(c) The Contractor agrees to insert the substance of this clause, including this paragraph (c), in all subcontracts hereunder.
(d) It is the contractor’s responsibility to insure the following changes are incorporated into their submitted Certificate of Insurance:
1. The Contract Number must appear in the body of the Certificate of Insurance.
1. The Certificate holder name shall read: Army Contracting Command Regional Contracting Office, Hawaii 413th CSB
1. The certificate shall be electronically provided to the currently assigned Contract Specialist and the Contracting Officer.
(e) For all contractors using the ACORD form dated earlier than October 2009, the Certificate of Insurance cancellation statement shall be revised as follows: Delete the words “endeavor to” and “but failure to do so shall impose no obligation or liability of any kind upon the insurer, its agents or representatives.” The Certificate of Insurance cancellation statement shall then read: “Should any of the above described policies be cancelled before the expiration date thereof, the issuing insurer will mail 30 days written notice to the certificate holder named to the left.”” Additional Questions:
QUESTION: Coordinator hours/FTE governing figure. PWS Section 1.3/2.1 requires "two (2) full-time coordinators," but Attachment 1 (Estimated Hourly Workload Per Year) totals only 1,484 hours/year combined (approximately 14 hours/week per coordinator). Could you confirm which figure should govern pricing - the full-time staffing requirement or the Attachment 1 hourly estimate?
The contract requires 2 personnel. Approx. 14 hours per week per coordinator. Remove the word “full time” QUESTION: NAICS code confirmation. This same recurring RSO coordinator requirement has historically been solicited under NAICS 611710 (Educational Support Services, $15M size standard). This solicitation uses NAICS 813110 (Religious Organizations, $13M size standard). Could you confirm 813110 is the intended code for this requirement?
ANSWER: 813110 is the intended code for this requirement.
QUESTION: Will the Government provide the name of the current incumbent contractor and the current contract number?
ANSWER: This is a new requirement.
QUESTION: Will the Government provide the current contract value (Base Year and Option Years), or advise whether this information is publicly available?
ANSWER: This is a new requirement.
