About this file

This is Amendment 0004 to Solicitation W912CN26QA021, issued by the U.S. Army Corps of Engineers (0413 AQ HQ RCO-HI, Fort Shafter, Hawaii) on August 31, 2026, with an effective date of August 31, 2026. The amendment extends the solicitation response deadline from August 14, 2026 at 10:00 AM (UTC +1) to September 4, 2026 at 1:00 PM Hawaii-Aleutian Standard Time (UTC -10). Offerors must acknowledge receipt of this amendment prior to the new deadline or their offers may be rejected. Quoters may also submit changes to previously submitted quotes by letter or electronic communication, provided each references the solicitation and amendment number and is received prior to the closing date.

The purpose of this amendment is to clarify ambiguities between the Performance Work Statement and Addendums regarding the requirement for two (2) Protestant Religious Education Coordinators, with minor clerical changes to references from "Offerors" to "Quoters." The solicitation requires quoters to provide a complete four-volume quotation (General, Technical Capability, Past Performance, and Price) addressing staffing plans, coordinator qualifications (bachelor's degree in Christian Religious Education or related ministry field with one to three years of relevant military chapel experience), technical understanding of requirements, and pricing for the base period plus four option years plus a six-month extension. Award will be made to the responsible quoter whose quote receives "Acceptable" ratings for both technical and past performance factors and represents the lowest evaluated price under the Lowest Price Technically Acceptable (LPTA) evaluation methodology. The solicitation documents include an updated Performance Work Statement (dated August 31, 2026), Wage Determination 2015-5689 (Rev. 29, Honolulu), and revised RFI responses (dated August 31, 2026).
