The amendment modifies the contract performance periods for two CLINs: CLIN 2001 extends from September 1, 2028 to August 31, 2029 (previously ending July 31, 2029), and CLIN 3001 extends from September 1, 2029 to August 31, 2030 (previously ending July 31, 2030).
Key substantive changes include: (1) addition of FAR Clause 52.222-41 (Service Contract Labor Standards with Deviation 2026-O0038) effective February 2026; (2) incorporation of insurance requirements for work on Government installations, establishing minimum coverage including Workers' Compensation with $100,000 employer liability, $500,000 Comprehensive General Liability, and $200,000/$500,000 Comprehensive Automobile Liability, with recommended Professional Liability and Sexual Abuse/Molestation coverage of $1,000,000 each; (3) updates to the Certificate of Insurance requirements specifying the contract number, certificate holder name as "Army Contracting Command Regional Contracting Office, Hawaii 413th CSB," and electronic submission protocols; and (4) revisions to evaluation criteria establishing a Lowest Price Technically Acceptable (LPTA) award methodology with three technical subfactors (Staffing Plan/Organization Chart, Coordinator Qualifications, and Technical Understanding of Requirements), Past Performance evaluation, and Price evaluation. The evaluation framework requires "Acceptable" ratings on both Technical and Past Performance factors for award eligibility, with the six-month extension option evaluated at 50% of Option Year 4 pricing. Updated wage determination documents (SCA 2015-5689 Rev 28) and RFI response documents dated August 11, 2026 are incorporated by reference.

Addendum to Evaluation - Commercial Product and Commercial Services
Miscellaneous text in this section has been modified to:
Addendum to 52.212-2: Evaluation - Commercial Product and Commercial Services
1. BASIS FOR CONTRACT AWARD: The Government intends to award a firm-fixed-price contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, represents the Lowest Price Technically Acceptable (LPTA) value. To be eligible for award, an offeror's quote must receive a rating of "Acceptable" for the Technical Factor and the Past Performance Factor. The Government will then award the contract to the offeror who is deemed technically acceptable and has submitted the lowest evaluated price.
Quotes will be evaluated on the basis of the following factors:
A. Factor I - Technical
1. Subfactor 1.1: Staffing Plan / Organization Chart.
2. Subfactor 1.2: Coordinator Qualifications
3. Subfactor 1.3: Technical Understanding of Requirements
B. Factor II - Past Performance
C. Factor III - Price
To be eligible for award, a quote must receive a rating of "Acceptable" for both Factor I (Technical) and Factor II (Past Performance). A quote that receives a rating of "Unacceptable" in any factor or subfactor will be ineligible for award.
Evaluation Factors and Criteria
Factor 1 - Technical
The Technical Factor evaluates the offeror's capability to meet the Government's minimum requirements as specified in the Performance Work Statement (PWS). The Technical Factor is comprised of three (3) subfactors, all of which must receive a rating of "Acceptable" for the proposal to be rated "Technically Acceptable" overall.
Subfac tor
Acceptable ("Pass") Standard Unacceptable ("Fail") Standard
Subfac tor 1.1: Sta ffing Plan / Organi zation Chart
The quote demonstrates how they will provide qualified technical labor resources, including the use of sub-contractors, if any, with experience and expertise to accomplish all the objectives in accordance with PWS Paragraph 3 and associated TE of the solicitation, and identifies at a minimum the following:
a. Lines of communications, command, and control.
b. Organizational hierarchy showing all Performance Work Statement (PWS) functions; listing all involved in the completion of the overall tasks identified in the PWS Paragraph 3 and the TE.
c. The staffing plan shall demonstrate the Offeror's ability to provide sufficient qualified personnel to meet the concurrent coverage requirement identified in PWS.
d. Offeror shall provide two individuals, one to be assigned at RSO North (MPC) and one to be assigned at RSO South
(AMR).
The quotation fails to provide a plan for managing personnel and ensuring continuity of services.
Subfac tor 1.2: Co ordinat or Qual ificatio ns
The quotation provides documentation clearly demonstrating the proposed coordinator meets the education AND the experience requirement.
1. Education: Includes a copy of a degree in a relevant field.
2. Experience: Includes minimum of one (1) and a maximum of three (3) work experience references completed within the past five (5) years in a military chapel environment (paid or
The quotation fails to provide documentation meeting either the minimum education or the experience requirement.
volunteer) as a religious education coordinator, Christian school teacher, youth minister, bible schoolteacher or related field that are comparable to this requirement in scope.
For each reference, provide the Job title and organization, Description of work completed, Length of employment (year /month/date - year/month/date), Complete point of contact at Client Organization (including name, current phone number, current email). Or VMIS report showing at least two years of relevant experience in a military chapel environment within the last five years.
Subfac tor 1.3: Te chnical Unders tandin g of Re quirem ents
The quote must include a Technical Narrative that demonstrates a clear understanding of the PWS requirements. This narrative must, at a minimum:
1. Describe the Offeror's thorough understanding of the scope of work and capability to provide the services outlined in Attachment 1 - Performance Work Statement (PWS). To facilitate evaluation, the technical narrative shall provide the Government with reasonable assurance that the Offeror has the relevant technical capability required to meet the stated requirements.
The quote fails to provide the required Technical Narrative, or the narrative omits one or more of the minimum required elements.
The following will be used to assess Factor 1 - Technical:
The offer will be evaluated to determine the extent to which technical requirement of the solicitation has been addressed in the offer. The factor/subfactor will be rated as acceptable or unacceptable.
A rating of unacceptable for any factor or subfactor will result in an overall unacceptable rating.
Acceptable - Technical offer meets the minimum requirements of the evaluation.
Unacceptable - Technical offeror does not meet the minimum requirement of the evaluation.
Factor II: Past Performance
The Government will evaluate the offeror's past performance to determine if there is a reasonable expectation that the offeror will successfully perform the required effort. This evaluation will result in a rating of either "Acceptable" or "Unacceptable." The evaluation will consider the recency, relevancy, and quality of the past performance information submitted.
Evaluation Process:
The Government will first evaluate the recency and relevancy of the past performance information submitted on the form of Work Experience Reference Sheets, PAQs, and/or Volunteer Management Information System (VMIS) print outs.
E le m e nt
Definition for this Solicitation
R e c e n c y
A project is recent if work was performed within the five (5) years prior to this solicitation's issuance.
R el e v a n c y
A project is considered relevant if it was for religious education coordination services similar in scope, magnitude, and complexity to the requirements in this PWS. This includes demonstrating experience with key administrative duties, program coordination, and stakeholder communication for religious education activities within a military chapel environment.
Adjecti val Rating
Description
Accept able
The quoter has a record of recent and relevant performance of "Satisfactory" or better, OR has no record of recent, relevant past performance (which is a neutral finding).
Unacc eptabl e
The quoter has a record of recent, relevant performance that is rated "Unsatisfactory."
Factor III - Price
The price quote will be evaluated for completeness, reasonableness, and balance, but will not be assigned an adjectival rating. Award will be made to the responsible offeror whose quote is technically acceptable and has the lowest Total Evaluated Price (TEP). The TEP is the sum of the prices for the base period, all option periods, and the 6-month extension under FAR 52.217-8.
Completeness: The offeror must provide pricing for all CLINs for the base and all option periods.
Price Reasonableness: The Government will analyze the lowest-priced, technically acceptable quote for price reasonableness IAW FAR 12.203(c)(2).
Unbalanced Pricing: The Government may determine a quote is unacceptable if the option prices are significantly unbalanced.
(c) Options: The Government will evaluate offers for award purposes by adding the total price for all options and the 6-month extension to the total price for the basic requirement. This evaluation does not obligate the Government to exercise any option(s). The six month -8 option period will be evaluated as 50% of the price of Option Year 4.
