To be eligible for award, a quote must receive a rating of "Acceptable" for the Technical Factor and the Past Performance Factor. The Government will then award the contract to the quoter who is deemed technically acceptable and has submitted the lowest evaluated price.

Quotes will be evaluated on the basis of the following factors:

A. Factor I - Technical

1. Subfactor 1.1: Staffing Plan / Organization Chart.

2. Subfactor 1.2: Coordinator Qualifications

3. Subfactor 1.3: Technical Understanding of Requirements

B. Factor II - Past Performance

C. Factor III - Price

To be eligible for award, a quote must receive a rating of "Acceptable" for both Factor I (Technical) and Factor II (Past Performance). A quote that receives a rating of "Unacceptable" in any factor or subfactor will be ineligible for award.

Evaluation Factors and Criteria

Factor 1 - Technical

The Technical Factor evaluates the quoter's capability to meet the Government's minimum requirements as specified in the Performance Work Statement (PWS). The Technical Factor is comprised of three (3) subfactors, all of which must receive a rating of "Acceptable" for the quote to be rated "Technically Acceptable" overall.

Subfac tor

Acceptable ("Pass") Standard Unacceptable ("Fail") Standard

Subfac tor 1.1: St affing Plan / Organi zation Chart

The quote demonstrates how they will provide qualified technical labor resources, including the use of sub-contractors, if any, with experience and expertise to accomplish all the objectives in accordance with PWS Paragraph 3 and associated TE of the solicitation, and identifies at a minimum the following:

a. Lines of communications, command, and control.

b. Organizational hierarchy showing all Performance Work Statement (PWS) functions; listing all involved in the completion of the overall tasks identified in the PWS Paragraph 3 and the TE.

c. The staffing plan shall demonstrate the Quoter's ability to provide sufficient qualified personnel to meet the concurrent coverage requirement identified in PWS.

d. Quoter shall provide two individuals, one to be assigned at RSO North (MPC) and one to be assigned at RSO South

Subfac tor 1.2: Co ordinat or Qual ificatio ns

The quotation provides documentation clearly demonstrating the proposed meet the two (2) coordinators education AND the experience requirement.

1. Education: Includes a copy of a degree in a relevant field.

2. Experience: Includes minimum of one (1) and a maximum of three (3) work experience references completed within the past five (5) years in a military chapel environment (paid or volunteer) as a religious education coordinator, Christian school teacher, youth minister, bible schoolteacher or related field that are comparable to this requirement in scope.

For each reference, provide the Job title and organization, Description of work completed, Length of employment (year /month/date - year/month/date), Complete point of contact at Client Organization (including name, current phone number, current email). Or VMIS report showing at least two years of relevant experience in a military chapel environment within the last five years.

The quotation fails to provide documentation meeting either the minimum education or the experience requirement for the

.coordinators

Subfac tor 1.3: Te chnical Unders tandin g of Re quirem ents

The quote must include a Technical Narrative that demonstrates a clear understanding of the PWS requirements. This narrative must, at a minimum:

1. Describe the Quoter's thorough understanding of the scope of work and capability to provide the services outlined in Attachment 1 - Performance Work Statement (PWS). To facilitate evaluation, the technical narrative shall provide the Government with reasonable assurance that the Quoter has the relevant technical capability required to meet the stated requirements.

The quote fails to provide the required Technical Narrative, or the narrative omits one or more of the minimum required elements.

The following will be used to assess Factor 1 - Technical:

The quote will be evaluated to determine the extent to which technical requirement of the solicitation has been addressed in the quote. The factor/subfactor will be rated as acceptable or unacceptable. A rating of unacceptable for any factor or subfactor will result in an overall unacceptable rating.

Acceptable - Technical quote meets the minimum requirements of the evaluation.

Unacceptable - Technical quote does not meet the minimum requirement of the evaluation.

Factor II: Past Performance

The Government will evaluate the quoter's past performance to determine if there is a reasonable expectation that the quoter will successfully perform the required effort.

This evaluation will result in a rating of either "Acceptable" or "Unacceptable." The evaluation will consider the recency, relevancy, and quality of the past performance information submitted.

Evaluation Process:

The Government will first evaluate the recency and relevancy of the past performance information submitted on the form of Work Experience Reference Sheets, PAQs, and/or Volunteer Management Information System (VMIS) print outs.

Description

Accept able

The quoter has a record of recent and relevant performance of "Satisfactory" or better, OR has no record of recent, relevant past performance (which is a neutral finding).

Unacc eptabl e

The quoter has a record of recent, relevant performance that is rated "Unsatisfactory."

Factor III - Price

The price quote will be evaluated for completeness, reasonableness, and balance, but will not be assigned an adjectival rating. Award will be made to the responsible quoter whose quote is technically acceptable and has the lowest Total Evaluated Price (TEP). The TEP is the sum of the prices for the base period, all option periods, and the 6-month extension under FAR 52.217-8.

Completeness: The quoter must provide pricing for all CLINs for the base and all option periods.

Price Reasonableness: The Government will analyze the lowest-priced, technically acceptable quote for price reasonableness IAW FAR 12.203(c)(2).

Unbalanced Pricing: The Government may determine a quote is unacceptable if the option prices are significantly unbalanced.

(c) Options: The Government will evaluate quotes for award purposes by adding the total price for all options and the 6-month extension to the total price for the basic requirement. This evaluation does not obligate the Government to exercise any option(s). The six month -8 option period will be evaluated as 50% of the price of Option Year 4.
