About this file

This is a Request for Information (RFI) responses document that provides clarifications to vendor questions regarding Solicitation W912CN26QA021 for Protestant Religious Education Coordinator services. The Army Contracting Command, 413th Contract Support Brigade (Regional Contracting Office-Hawaii) is seeking two full-time Protestant Administrative Religious Education Coordinators to support the Religious Support Office at U.S. Army Garrison-Hawaii. The requirement is set-aside as 100% small business and involves coordinating weekly and seasonal religious education programs, preparing calendars and promotional materials, managing facility reservations, tracking attendance, and supporting community events such as Vacation Bible School at multiple chapel locations including Aliamanus Military Reservation, Fort DeRussy, Helemano Military Reservation, and Main Post Chapel facilities. The contract is firm-fixed-price with an estimated 1,484 hours annually per coordinator across a five-year ordering period.

Key RFI responses clarify critical requirements: both coordinators must hold degrees in Christian Religious Education or a related ministry field (non-negotiable), all required duties must be absorbed within the stated 1,484-hour FFP estimate including training, travel, and backup coverage with no additional reimbursement, the sole applicable wage classification is 24620—Family Readiness and Support Services Coordinator under Service Contract Labor Standards, pricing should be submitted directly on the SF 1449 schedule as 12 monthly invoices equaling the annual CLIN total, and past performance references must demonstrate religious education coordination experience within military chapel environments. The Government confirmed that two separate coordinators are required (one per site), education and experience qualifications apply to all performing personnel including backups, and all curriculum materials and supplies are Government-furnished with contractors required to submit monthly consumed materials lists.

RFQ Questions

Question #QuestionSection of RFQGovernment Response
1The solicitation's cover document (SF 1449) is titled "Women-Owned Small Business (WOSB) Solicitation/Contract/Order for Commercial Products and Commercial Services," but Block 10 identifies the set-aside as 100% Small Business only, with the WOSB and EDWOSB boxes unchecked. Please confirm whether this solicitation is set aside exclusively for Small Business concerns, or whether WOSB/EDWOSB status is also a requirement for eligibility.SF 1449, Blocks 10 and cover page titleThis is for all small business concerns.
2Volume II - Technical Capability is limited to 5 pages. Please confirm whether the Staffing Plan/Organization Chart (TAB A) and the Coordinator Qualifications documentation (TAB B, including diploma/transcript and work experience references) count toward this 5-page limit, or whether only the Technical Understanding narrative (TAB C, capped separately at 3 pages) is counted.Addendum to 52.212-1, Section 2.b, Volume II5 pages. Qualification documents do not count against the narrative page limit.
3TAB C of Volume II states that offerors may submit pictures, brochures, service literature, or product samples to facilitate evaluation. Please confirm whether inclusion of these supplemental materials is required for a compliant quote, or whether they are optional, and whether they count toward the 3-page or 5-page limits referenced above.Addendum to 52.212-1, Section 2.b, Volume II, TAB C5 pages. Qualification documents do not count against the narrative page limit.
4Volume II appears to list two separate items both labeled "TAB C" - one for Coordinator Work Experience References and one for Technical Understanding of Requirements. Please clarify the correct tab lettering/order for Volume II so offerors can organize their quotes as intended.Addendum to 52.212-1, Section 2.b, Volume IITAB C - Coordinator Work Experience References. TAB D - Technical Understanding of Requirements. Updated
5Section L (Volume II, TAB B) requires an official diploma or transcript showing a degree in Christian Religious Education or a related ministry field, while PWS Section 1.9 describes the Key Personnel requirement more broadly as "formal training and an understanding of protestant Christian education concepts and theories." Please confirm whether a completed degree is a strict, non-negotiable requirement, or whether other forms of formal training/certification may satisfy the qualification standard.Addendum to 52.212-1, Section 2.b, Volume II, TAB B; PWS Part 1.9Please refer to Section L (Volume II, Tab B). The diploma or transcript showing a degree in Christian Religious Education or a related ministry field has been confirmed by the customer and is the strict non-negotiable requirement to satisfy the standard.
6The solicitation lists differing points of contact for Contracting Officer functions: Roger Leake is identified for solicitation information and as a quote-submission recipient, Robert Frank is listed as Contracting Officer for quote submission, and Nicholas Zehr is identified as Contracting Officer under the WAWF payment instructions. Please confirm the correct Contracting Officer of record and the complete, correct list of email addresses to which quotes must be submitted.Addendum to 52.212-1, Section 1; Clause 252.232-7006(g)Robert Frank is the Contracting Officer for quote submission. Use this POC.
7Factor II - Past Performance defines "Recency" as work performed within the past five years, and the "Relevancy" element appears to repeat the identical recency definition rather than describing what makes a reference relevant in scope or content. Please clarify the criteria the Government will use to determine relevancy of past performance references.Addendum to 52.212-2, Factor II - Past PerformanceUpdated in amendment:

Relevance: "A project is considered relevant if it was for religious education coordination services similar in scope, magnitude, and complexity to the requirements in this PWS. This includes demonstrating experience with key administrative duties, program coordination, and stakeholder communication for religious education activities within a military chapel environment."

8Clause 52.222-42 (Statement of Equivalent Rates for Federal Hires) lists only one labor category, "24620 - Family Readiness and Support Services Coordinator," as applicable to this requirement. Please confirm this is the correct and sole labor category/wage classification for pricing the Protestant Administrative Religious Education Coordinator position described in the PWS.Clause 52.222-42; Wage Determination 2015-5689, Rev. 2824620 - Family Readiness and Support Services Coordinator. This is the correct and sole category identified from all listed occupations in the Wage Determination.
9If a required past performance reference does not have CPARS records available, and the designated point of contact for a Past Performance Questionnaire (PPQ) is no longer with the agency, please advise on an acceptable alternative method for submitting or documenting that reference for evaluation purposes.Addendum to 52.212-2, Factor II - Past PerformanceIf the original point of contact for a past performance reference is unavailable, we recommend providing an alternate POC from the same agency, such as the Contracting Officer (KO), Contract Specialist (KS), or a representative from the Requiring Activity (RA). If the reference is for a federal contract, please ensure you provide the complete contract number. This will allow us to search for the contract to independently review it for recency and relevancy and to verify whether there were any terminations. As stated in the evaluation criteria, if no verifiable past performance information can be obtained through any of these methods, the offeror’s past performance will receive a neutral finding. A neutral rating is considered "Acceptable" for the purpose of this evaluation.
