About this opportunity

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is seeking a contractor to provide operations, maintenance, and upgrades for the Propulsion Test Facility (PTF) Complex in support of the Undersea Warfare Weapons, Vehicles, and Defensive Systems Department. The procurement involves comprehensive testing services for Mk 48 and Mk 54 torpedoes, torpedo component testing, prototype development, and engineering support across various specialized test systems including the Deep Depth Test Facility and Combustion Test Stand. The solicitation requires contractors to demonstrate technical capability through hypothetical problem solutions, provide qualified key personnel with specific certifications including Certified LabView Developer, and maintain facility security clearances. Proposals will be evaluated based on technical capability (most important factor), past performance, and cost/price using a best value determination process. The solicitation was posted on June 17, 2025, with a proposal submission deadline of July 21, 2025, and has been amended to address industry questions and incorporate additional FAR clauses.

This opportunity is structured as a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract with no set-aside designation, making it open to all qualified contractors. The contract will have a 60-month ordering period from the date of award with a guaranteed minimum value of $100,000 and a ceiling limit of $115,340,593 for Firm Fixed Price torpedo test equipment tasks. Task orders will be awarded on either Firm Fixed Price or Cost Plus Fixed Fee basis, with CPFF orders limited to a maximum 10% fee rate. The primary place of performance is the PTF Complex at NUWCDIVNPT in Newport, Rhode Island, with potential travel requirements to U.S. Navy Torpedo Intermediate Maintenance Activities in Yorktown, Keyport, and Pearl Harbor, as well as international locations including Australia, Brazil, Canada, Egypt, India, Japan, Netherlands, and Turkey. The government has established a small business participation objective of 20% and requires contractors to submit detailed cost proposals using a specified spreadsheet format with annual escalation rates.
